DRAFT MINUTES

 

 

1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, November 13, 2014 at 7:04 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Joseph Siner, Secretary, Wayne Wilkinson and Alternate Member and Pat Lewis   

 

       COMMISSIONERS ABSENTElaine Boissevain, Vice-Chair, Ann Brown and Alternate Members Julie Lanier and Ed McGowan   

  

        STAFF PRESENTSr. Planner & Zoning Official Juliet Hodge and Administrative Assistant Cheryl Konsavitch

3.  PUBLIC COMMENT:       

 

Madeline Jeffery asked the Commission if the Fee-in-lieu of open space went into an open space fund.  The Commission said that it did.

 

4.  WORKSHOP:

 

A.  Madeline Jeffery to discuss neighborhood meetings

 

Ms. Jeffery stated she would like to start the neighborhood meetings up again and have them held in different parts of Town.  She stated she would like the residents who attend to bring their own topics for discussion.

 

B.  Tim Suchocki to discuss Richard White property

 

Mr. Suchocki was unable to attend, ZEO Hodge stated that Mr. Suchocki will be doing the excavation work for the Emergency Services Building.  They have 50,000 cubic yards of fill that needs to be removed.  Mr. White has a restoration plan that needs to be completed.  ZEO Hodge stated that Mr. Suchocki would like to take some of the fill to White’s property, mix it what he has to get rid of and truck it away.  The Commission agreed that this would be acceptable.  ZEO Hodge also stated that the Grange would be coming in for an excavation permit in the future to extend one of their rings and using the fill from the EMS building site.

 

5.  PUBLIC HEARINGS:

 

SPEC #14-079 (Special Permit) Application of HSB Partners, LLC, P.O. Box 98, North Franklin, CT  06254 for the construction of a 27,221 square foot warehouse distribution facility on property owned by the Mashantucket Pequot Tribe at 41 Norwich-Westerly Road, North Stonington, CT  06359 in an OR/AP Zone.  Tax Map #122, Parcel #0574 (NO ACTION NEEDED); PH scheduled to open on 12/04/14; Commission received on 11/06/14 & PH must close on or by 1/07/15)

 

6.  PLANNING ISSUES & DISCUSSION:   

 

Zoning Regulation Update

 

ZEO Hodge discussed with the Commission signage, application forms and excavation.

Request for a 90-day filing extension of the approved Subdivision/Special Permit SUB/SPEC #14-047 (Spalding Pond) Application of Green Falls Associates, LLC Profit Sharing Plan, P.O. Box 335, Gales Ferry, CT  06335 for a 4-Lot subdivision with a proposed shared driveway on property located on the west side of Boombridge Rd. & the south side of Clarks Falls Rd. in an R-80, AP Zone.  Tax Map #97, Parcel #0360 (Plan must be recorded in 90-days on or by 12/10/14; additional 90-day extension to 3/10/15)

 

MOTION by J. Siner, SECOND by W. MOTION by W. Wilkinson, SECOND by J. Siner to adjourn the meeting at 9:17 p.m.  MOTION CARRIED UNANIMOUSLY.
