1. CALL MEETING TO ORDER: Vice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 8, 2014 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, and Alternate Member Pat Lewis
COMMISSIONERS ABSENT: Lou Steinbrecher, Chairman, Ann Brown and Alternate Members Julie Lanier and Ed McGowan
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch

3. PUBLIC COMMENT: None
4. WORKSHOP:
Jack Lynch to discuss housing project
Jack Lynch, Atty. Caleb Hamil and Mark Lancor of Dymar came before the Commission to discuss a proposed 80 unit affordable housing project on Mystic Road approximately ¾ miles west of Route 2 on 130 acres. The units would consist of 1 to 3 bedrooms with different styles of buildings.
The Commission asked questions pertaining to this proposal.
5. COMMISSION REVIEW:
CGS 8-24, #14-033 (CT General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas H. Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item: Commission response to a question pertaining to Town owned foreclosure properties.
Secretary Siner read application into the record.

ZEO Leeming stated that she met with Atty. Avena and when reviewing the statue it states that
if the Town has ownership of the property then you should do an 8-24. The opinion that we
received from Atty. Langhammer is he does not believe these properties need to come before the
Commission as an 8-24 as they are not being used or reserved as municipal property. Atty. Avena
feels the Commission can go with Atty. Langhammer’s interpretation as there is no case law on
this, but will ask other Atty.’s for their opinion.
ZEO Leeming stated that what she likes about them doing an 8-24 for the tax foreclosures is the
Commission would be alerted to these properties for an affordable housing unit or possible open space.
ZEO Leeming stated she would write the report expressing both sides, with the Commission not making a decision either way stating that foreclosures are probably not the intent of the statue and the Commission does like the idea of having the opportunity to know about these parcels to see if they fit into the larger plan.
6. PLANNING ISSUES & DISCUSSION:

ZEO Leeming discussed with the Commission site-plan application and aquifer regulations.

ZEO Leeming went over her activity report for the month of April with the Commission.

The Commission accepted the minutes of 05/01/14 as submitted.
12. ADJOURNMENT:
MOTION by W. Wilkinson, SECOND by J. Siner to adjourn the meeting at 8:50 p.m. MOTION CARRIED UNANIMOUSLY.
