DRAFT MINUTES

 
 
1.    CALL MEETING TO ORDERVice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 1, 2014 at 7:00 p.m. at the New  Town Hall, Conference Room. 
 
       COMMISSIONERS PRESENTElaine Boissevain, Vice-Chair,  Joseph Siner, Secretary, Ann Brown, Wayne Wilkinson and Alternate Members Pat Lewis and Julie Lanier   
 
       COMMISSIONERS ABSENT Lou Steinbrecher, Chairman, and Alternate Member Ed McGowan   
 
        STAFF PRESENTSr. Planner & Zoning Official  Juliet Leeming and Administrative Assistant Cheryl Konsavitch  
 
2.  ADDITIONS TO THE AGENDANone 
 
3.  PUBLIC COMMENT
  
Vilma Gregoropoulos asked the Commission to consider adding Commercial Residential uses such as catering and landscaping when revising the regulations.  The Commission stated they will consider this suggestion.
 
4.   WORKSHOP:
 
Keith Bressette of 323 Gallery to discuss outside display/storage
 
Keith Bressette and Stano Trombino came before the Commission to discuss displaying auction items outside only on the day of the auctions with no overnight storage.  Mr. Bressette stated the space inside was not big enough to accommodate the large pieces and the public too.
 
MOTION by W. Wilkinson, SECOND by J. Siner to approve outdoor displays of auction items only on the day of the auction with no overnight storage as a minor modification of the site plan and to allow the ZEO to handle this administratively.  MOTION CARRIED.

   5.   COMMISSION REVIEW:
  
CGS 8-24, #14-033 (CT General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas H. Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item:  Commission response to a question pertaining to Town owned foreclosure properties.
   
   Secretary Siner read application into the record.
 
   Seated:  E. Boissevain, J. Siner, W. Wilkinson, A. Brown, J. Lanier, P. Lewis
  
   Nicholas Mullane, 1st Selectman went over the request stating that when enforcing tax collection and the
    process ends in a foreclosure the Town sometimes ends up being the owner of the dwellings.  The question
    for the Commission is does the Commission want to be notified under CGS 8-24 review when the
    Selectmen intend to flip these properties?
 
    The Commission discussed and referred to an e-mail sent by Atty. Langhammer that stated he does not
    believe the Selectmen have to go through an 8-24 with the Planning & Zoning Commission.  Atty.
    Langhammer states he bases this on the reasoning that the property is not being held for a municipal
    purpose but was acquired through a foreclosure and therefore an CGS 8-24 is inapplicable. 
 
    The Commission will also consult their Atty. for his opinion on this matter.
 
6.  PLANNING ISSUES & DISCUSSION:    
 
Zoning Regulation Update
 
ZEO Leeming discussed with the Commission fixing zone lines and consolidating zones.
 
7.  SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   
 
ZEO Activity Report/April
 
ZEO Leeming asked the Commission to review the acitivity report on their own and she will go over at the Commissions May 8th meeting.

11.  REVIEW MINUTES:

The Commission accepted the minutes of 4/10/14 as submitted.
 
12.  ADJOURNMENT:
 
MOTION by J. Siner, SECOND by A. Brown to adjourn the meeting at 9:55 p.m.  MOTION CARRIED UNANIMOUSLY.
