DRAFT MINUTES

 
 
1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, December 5, 2013 at 7:02 p.m. at the New Town Hall, Conference Room.

2.  ELECTION OF OFFICER’S
 
MOTION by A. Brown, SECOND by W. Wilkinson to move the Election of Officer’s to the end of the meeting.  MOTION CARRIED UNANIMOUSLY.
 
3.  ADDITIONS TO THE AGENDANone    
 
4.  PUBLIC COMMENT:      
 
Mr. Fred Ryan came before the Commission on behalf of Stephen Clemente who has rented space in Gourmet Galley to operate a bistro type restaurant which will seat 37 customers, and propose to serve cold prepared food.
 
Mr. Ryan stated he is before the Commission to request a waiver of Section 1708.1 for minor modifications to the exterior of the building.  Mr. Ryan stated he met with the Fire Marshall and a secondary means of emergency egress from the occupied space is required.  Mr. Ryan stated they have installed a fire rated double door in the north exterior of the wall of the building and due to a 13” difference in elevation between the finished floor of the building and the existing sidewalk along the side of the building they will need to create a landing which will have the effect of interrupting the continuity of the existing sidewalk. 
 
Mr. Ryan stated that from the proposed landing to the sidewalk elevation, handicap access now becomes necessary and it is for this landing and appurtenant handicap access that a waiver is being asked.  Mr. Ryan stated the total footprint of the proposed landing and handicap access would be approximately 120 sq. ft.
 
The Commission discussed and presented Mr. Ryan with different options to reconfigure the landing.  The Commission agreed that the modification was minor and it could be handled administratively by the ZEO.  ZEO Leeming stated she would bring the modification back to the Commission when it was complete to keep them up to date on this proposal.
 
5.  PUBLIC HEARINGS:
 
The North Stonington Planning & Zoning Commission has continued a Public Hearing to Thursday, December 5, 2013 at 7:00 p.m. at the New Town Hall, Conference Room, 40 Main St., North Stonington, CT to hear and consider the Plan of Conservation and Development for the adoption of the Plan.   (PH opened on 11/07/14 & continued to 11/14/13 & 12/05/13)
 
Secretary Siner read the application into the record.
 
Seated:  L. Steinbrecher, J. Siner, W. Wilkinson, J. Lanier, P. Lewis
 
ZEO Leeming went over changes that were made to the draft POCD with the Commission and mapping.
 
Mr. Douglas Schwartz of the New England Antiquities Research Association commented on language that is important in a POCD.
 
Chairman Steinbrecher asked if there were any question or comments from the public pertaining to this application.  The following people spoke:

Chairman Steinbrecher asked if there was anyone from the public speaking against this application.  There were none.
 
MOTION by J. Siner, SECOND by W. Wilkinson to close the public hearing on the Plan of Conservation and Development.  MOTION CARRIED UNANIMOUSLY.
 
6.   PENDING APPLICATIONS: 
 
The North Stonington Planning & Zoning Commission has continued & closed the Public Hearing on Thursday, December 5, 2013 at 7:00 p.m. at the New Town Hall, Conference Room, 40 Main St., North Stonington, CT to hear and consider the Plan of Conservation and Development for the adoption of the Plan.  
 
The Commission tabled discussion on this application until 12/12/13

ZEO Activity Reports/October/November
 
ZEO Leeming went over her activity reports for the months of October and November.
 
ZEO Leeming discussed with the Commission using Atty. Avena and Nat Lauder of Cherenzia as a potential Commission attorney and engineer and also discussed with the Commission the ZEO/Planner job description.

The Commission accepted the minutes of 11/14/13 as written.

MOTION by A. Brown, SECOND by J. Siner to table Election of Officer’s to the December 12, 2013 meeting.  MOTION CARRIED UNANIMOUSLY.
 
14.  ADJOURNMENT:
 
MOTION by J. Siner, SECOND by W. Wilkinson to adjourn the meeting at 9:11 p.m.  MOTION CARRIED UNANIMOUSLY.
