MINUTES APPROVED ~ AUGUST 8, 2013

 
1.    CALL MEETING TO ORDERVice-Chair Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, August 1, 2013 at 7:00 p.m. at the New Town Hall, Conference Room. 
 
       COMMISSIONERS PRESENTLou Steinbrecher, Chairman (arrived at 7:25 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary (arrived at 7:05 p.m.), Wayne Wilkinson, Ann Brown and Alternate Members Julie Lanier and Pat Lewis

2.  ADDITIONS TO THE AGENDA:    
 
MOTION by A. Brown, SECOND by W. Wilkinson to amend the agenda to add the Third Baptist Church before the Workshop.  MOTION CARRIED UNANIMOUSLY.
 
MOTION by A. Brown, SECOND by W. Wilkinson to amend the agenda to move New Applications after Public Comment.  MOTION CARRIED UNANIMOUSLY.
 
3.  PUBLIC COMMENT
 
Nita Kincaid came before the Commission to update them on the ICONS (Informed Citizens of N. Stonington) quarterly publication newsletter.  The 1st edition should be out the beginning of October and they would like to have 3 monthly calendars of events in it.  Ms. Kincaid stated they would like every Board and Commission to contribute to the newsletter with what they are working on, upcoming items, and things of that nature.
 
4.  NEW APPLICATIONS:
 
SPEC #13-048 Application of Bison Brook Farms, Inc., 141 Swantown Road, Preston, CT 06365 for renewal of a Special Use Permit (#10-099) for Earth Excavation/Filling, property of Bison Brook Farms, Inc. at property located at 42 Button Road, approximately 2,500 feet north of the intersection of Northwest Corner Road and Button Road, North Stonington, CT  06359.  Map #44, Parcel #6155   (Commission to receive on 8/01/13 & set for PH on or by 10/04/13)                 
 
The Commission set the Public Hearing on SPEC #13-048 for September 5, 2013
 
5.  OLD BUSINESS:
 
The Third Baptist Church continued there discussion from the Commission’s July 18th meeting to determine if a school was accessory to a church.  The Commission had directed ZEO Leeming to get an attorney’s opinion on this matter.  ZEO Leeming contacted Atty. Willis and his opinion is that a school can be considered customarily accessory to and subordinate to a church so a school being conducted in a church will be allowed under the current zoning regulations.
 
6.  WORKSHOP:
 
Tony Nenna to discuss property of Stano Trombino at 323 Clarks Falls Rd. pertaining to proposed site improvements.
 
Mr. Nenna, Engineer, and Mr. Trombino were present.  Mr. Nenna stated that the building which now holds Subway and the Fireworks store would like to rent the portion of the building where the Fireworks store is now located to an Auctioneer.  Mr. Nenna discussed with the Commission overflow parking.  The Commission directed Mr. Nenna to come before the Commission with a formal application for a site plan modification.
 
7.  PLANNING ISSUES & DISCUSSION:
 
POCD & PCRL Goals & Objectives
 
ZEO Leeming discussed goals and objectives with the Commission  for both plans and asked that the Commission e-mail their goals to her for the PCRL.
 
8.  SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
 
ZEO Activity Report/July
 
ZEO Leeming went over her activity report for the month of July with the Commission.

Regular Meeting of 07/18/13
 
The Commission accepted the minutes of 7/18/13 as written.
 
11.  ADJOURNMENT:
 
MOTION by E. Boissevain, SECOND by J. Lanier to adjourn the meeting at 9:40 p.m.  MOTION CARRIED UNANIMOUSLY.
