MINUTES APPROVED ~ MAY 9, 2013
1. CALL MEETING TO ORDER: Chairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 2, 2013 at 7:05 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Lou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, and Wayne Wilkinson
COMMISSIONERS ABSENT: Ann Brown and Alternate Members Pat Lewis and Julie Lanier
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch
2. ADDITIONS TO THE AGENDA:
MOTION by L. Steinbrecher, SECOND by J. Siner to amend the agenda to add one item under New Applications and one item under New Business. MOTION CARRIED UNANIMOUSLY.
3. PUBLIC COMMENT: None
4. PLANNING ISSUES & DISCUSSION:
A. Survey Results
ZEO Leeming went over the survey results with the Commission and they discussed goals and objectives.
B. Zoning Regulations
ZEO Leeming discussed with the Commission a zoning inquiry for a proposed 2nd accessway for a horse barn which will not be used daily and would be gated. The Commission agreed it would not be a 2nd driveway but a gated barway.
ZEO Leeming discussed a possible web based retail store in the Village Commercial Zone with a small retail counter for the public and also discussed a small outdoor seating area being proposed for the Wired Bean. The Commission agreed the change was minor and directed ZEO Leeming to handle the application administratively.
5. NEW APPLICATIONS:
SPEC #13-018 (Special Permit) SPEC #13-019-APZ (Aquifer Protection) Application of Joe Pacheco, 15 Canary St., Pawcatuck, CT 06379 for property owned by the Estate of Elbert L. Morgan for a Special Permit for a Landscaping Business in the Aquifer Protection Overlay Zone at property located at 19 Pendleton Hill Rd., North Stonington, CT 06359 in a CD/APOA Zone. Tax Map #126, Lot #9968. The Public Hearings for these applications will be heard concurrently.
The Commission set the Public Hearing on SPEC #13-018 and SPEC #13-019 for June 6, 2013.
6. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Activity Report/April
ZEO Leeming went over her activity report for the month of April with the Commission.
7. NEW BUSINESS:
MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the request for a 90-day filing extension to 8/04/13 of the approved site plan SP #12-107 (Private Roadway) Application of Arlene F. Steinlauf & Scott H. Hurwitz, Trustees of Edward G. Steinlauf Trust & Lorraine Yardan, Trustee of Stephan W. Yardan Trust, 55 Sound View Heights, Branford, CT 06405 for the approved site plan for the construction of a private roadway on Jeremy Hill Road in North Stonington, CT 06359 in an R-60 Zone to access subdivision in Stonington. Tax Map #115, Parcel #7823. MOTION CARRIED UNANIMOUSLY.

The Commission accepted the minutes of 4/11/13 as written.
10. ADJOURNMENT:
MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:09 p.m. MOTION CARRIED UNANIMOUSLY.
