DRAFT MINUTES
1. CALL MEETING TO ORDER: Chairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 14, 2013 at 7:05 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Lou Steinbrecher, Chairman, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown, and Alternate Members Pat Lewis and Julie Lanier
COMMISSIONERS ABSENT: Elaine Boissevain
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch
2. ADDITIONS TO THE AGENDA: None
3. PUBLIC COMMENT: None
4. NEW BUSINESS:
David Isom, EDC Chair briefed Planning & Zoning Commission on an upcoming seminar EDC will be hosting with North Stonington Public Officials.
Mr. Isom stated this forum is about building stronger communities and would like all boards and commissions along with other Town Hall staff to attend.
The curriculum for this 2 ½ hour forum is The Changing World of Economic Development, Regional Cooperation – Strategies & Incentives for Global Competitiveness, How does your Town fit into the Regional Perspective and Economic/Community Development.
The time and place of the seminar will be announced at a later date.
5. PUBLIC HEARING:
SUB #13-002 (Subdivision) Application of Duane A. White, 94 Pinewoods Rd., North Stonington, CT 06359 for a 3-lot subdivision of land on property located at 93 Pinewoods, North Stonington, CT 06359 in an R-80 Zone. Tax Map #90, Parcel #7989 (PH scheduled to open on 3/07/13; Commission received on 2/07/13; & PH must close on or by 4/10/13)
Secretary Siner read the application into the record.
Seated: L. Steinbrecher, J. Siner, W. Wilkinson, A. Brown, P. Lewis
Mr. White was present for this application along with his Engineer, Mr. Scot Deledda and Surveyor, Mr. John Comeau.
Mr. Deledda went over the revised sheets of the site plan. One sheet placed a note on each lot on the plan pertaining to open space and the other sheet showed a note from the soil scientist stating there were no wetlands on the proposed lots.
Mr. Deledda also went over the waiver requests.
Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application. There were none.

MOTION by A. Brown, SECOND by W. Wilkinson to close the Public Hearing on SUB #13-002. MOTION CARRIED UNANIMOUSLY.
6. PENDING APPLICATIONS:

WAIVERS
1. MOTION by A. Brown, SECOND by W. Wilkinson to request a waiver from Section 6.3 Sidewalks and Trails for the following reason: a waiver is requested from this regulation due to the rural character of the surrounding area and the absence of any existing sidewalks within proximity to the site. MOTION CARRIED UNANIMOUSLY.
2. MOTION by A. Brown, SECOND by W. Wilkinson to request a waiver from Section 5.7 Stormwater Management for the following reason: a waiver is requested of this regulation due to the absence of any proposed public infrastructure (roads, sidewalks, paved parking lots, etc.). MOTION CARRIED UNANIMOUSLY.

MOTION by W. Wilkinson, SECOND by J. Siner to approve SUB #13-002 Application of Duane A. White, 94 Pinewoods Rd., North Stonington, CT 06359 for a 3-lot subdivision of land on property located at 93 Pinewoods, North Stonington, CT 06359 in an R-80 Zone. Tax Map #90, Parcel #7989. MOTION CARRIED UNANIMOUSLY.

8. PLANNING ISSUES & DISCUSSION:
A. POCD & Visioning Session Update
ZEO Leeming gave the Commission an update on the POCD and the upcoming visioning session on April 6th.
B. The Commission also discussed their upcoming meeting with the Selectmen to discuss the budget.
