DRAFT MINUTES


 

1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, February 7, 2013 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Joseph Siner, Secretary (arrived at 7:21 p.m.), Ann Brown, Wayne Wilkinson, and Alternate Member Pat Lewis

    

COMMISSIONERS ABSENT:  Elaine Boissevain, Vice-Chair, and Alternate Member Julie Lanier

4.   COMMISSION REVIEW:   

 

A.  SP #13-001 (Site Plan Modification) Application of Dodson Boatyard, L.L.C., c/o Robert Snyder, 194 Water Street P.O. Box 272, Stonington, CT  06378 for a modification to a site plan to add a modified Building ¡°E¡± with a 10,000 sq. ft. reduction in the building footprint.  The property located in North Stonington with access to site only from Hopkinton, RI in an R60 & HC Zone.  Tax Map #112, Parcel #2483      (Commission reviewed on 2/07/13; received on 2/07/13 & must act on or by 4/12/13)

 

Mr. William Dowdell of Dowdell Engineering, Inc. and Mr. Bob Snyder, a Managing Member were present for this application.

 

Mr. Dowdell went over the application stating they are requesting permission to build only one of the two remaining buildings.  Mr. Dowdell stated they were originally approved to add three additional 10,000 square foot buildings and to date one of the three buildings has been completed.  The new building will be 10,000 square feet and this modification represents a 10,000 square foot reduction in the overall building footprint previously approved. 

 

Mr. Synder went over the history of the site.

 

ZEO Leeming went over her memo which states the site is 4 ¨ö acres in size with 3.02 acres located in RI and 1.10 acres in North Stonington.  The proposed building conforms to the required setbacks and there are no proposed changes to the drainage system.  The existing landscaping will remain and the lighting will essentially remain the same.

 

WAIVERS

 

MOTION by W. Wilkinson, SECOND by A. Brown to waive the following:

 

 Section 1704.2K (Landscape Plan):  Existing landscaping will be utilized and enhanced where necessary.

 

Section 1704.2Q (Site Line Information):  The driveway to the site is already permitted and established for the existing three storage buildings.  Driveway is located in Rhode Island.

 

Section 1704.2R (Lighting {Plan):  No additional lighting is proposed.  The lights that were on the back of the existing buildings will be moved to the rear of the additions.  Full cut-off lighting will be used.

 

MOTION CARRIED UNANIMOUSLY.

 

COMMISSION ACTION

 

MOTION by W. Wilkinson, SECOND by A. Brown to approve SP #13-001 (Site Plan Modification) Application of Dodson Boatyard, L.L.C., c/o Robert Snyder, 194 Water Street P.O. Box 272, Stonington, CT  06378 for a modification to a site plan to add a modified Building ¡°E¡± with a 10,000 sq. ft. reduction in the building footprint.  The property located in North Stonington with access to site only from Hopkinton, RI in an R60 & HC Zone.  Tax Map #112, Parcel #2483 with the following condition:

 

¡Ü  That an as built be submitted upon completion of the proposed plan.

 

MOTION CARRIED UNANIMOUSLY.

 

B.  SUB #13-004 (Subdivision Modification Shunock River Estates II) Application of Raymond Trebisacci, 398 Liberty St., Pawcatuck, CT  06379 for a modification to a subdivision for the removal of the requirement that all dwelling houses constructed on Lots # 6-17 contain an interior sprinkler system on property located at 124 Babcock Rd., North Stonington, CT  06359 in an R-80 Zone.  Tax Map #110, Parcel #8205    (Commission to review on 2/07/13; received on 2/07/13 & must act on or by 4/12/13)

 

Raymond Trebisacci, Steve Reck and Steve Bossie were present for this application.

 

Mr. Trebisacci gave a history of the property and stated that when the subdivision was approved a fire pond was not present on the property.

 

Mr. Reck went over his memo stating they had met with an officer of the Fire Department and discussed the idea of removing the sprinklers and putting in a fire pond. 

 

The applicant submitted a letter with their application from the Fire Chief, Charles A. Steinhart, V, stating that the fire pond has passed the pump test for the Fire Company and as of this time it will be placed in service.

 

The Commission asked questions pertaining to the fire pond.

 

MOTION by A. Brown, SECOND by W. Wilkinson to approve SUB #13-004 (Subdivision Modification Shunock River Estates II) Application of Raymond Trebisacci, 398 Liberty St., Pawcatuck, CT  06379 for a modification to a subdivision for the removal of the requirement that all dwelling houses constructed on Lots # 6-17 contain an interior sprinkler system on property located at 124 Babcock Rd., North Stonington, CT  06359 in an R-80 Zone.  Tax Map #110, Parcel #8205 with the following condition:

 

¡Ü The applicant provide a permanent easement subject to the approval of the Town Attorney per Section 6.10.5 to ensure the Town¡¯s perpetual right to access and maintain any supplemental water supply system(s) and access thereto for firefighting purposes, and obligate the property owners to not inhibit the use of the fire protection facility for firefighting purposes without the approval of the Fire Department.

 

MOTION CARRIED UNANIMOUSLY.

 

5.  NEW APPLICATIONS 

 

SUB #13-002 (Subdivision) Application of Duane A. White, 94 Pinewoods Rd., North Stonington, CT  06359 for a 3-lot subdivision of land on property located at 93 Pinewoods, North Stonington, CT  06359 in an R-80 Zone.  Tax Map #90, Parcel #7989 (Commission to receive on 2/07/13; & set for PH on or by 4/12/13)

 

The Commission set the Public Hearing on SUB #13-002 for Thursday, March 7, 2013.

 

6.  PLANNING ISSUES & DISCUSSION:

 

A.  POCD Update

 

ZEO Leeming updated the Commission on the POCD on the neighborhood meetings, survey and the upcoming Community Profile and Visioning Session on April 6th.

 

B.  2013/2014 Budget

 

ZEO Leeming reviewed the 2013/2014 budget with the Commission

 

C.  The North Stonington Affordable Housing Committee & the Economic Development Commission will present their recently completed Plans to the Planning & Zoning Commission at their Thursday, February 14, 2013 meeting at 7:00 p.m. at the New Town Hall.
