MINUTES APPROVED ~ MARCH 14, 2013


 

1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 7, 2013 at 7:03 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown, and Alternate Member Pat Lewis

    

COMMISSIONERS ABSENT:  Alternate Member Julie Lanier

2.  ADDITIONS TO THE AGENDA:    

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to amend the agenda to add EDC and Housing Plans for the Commission to accept under Planning Issues & Discussion.  MOTION CARRIED UNANIMOUSLY.

 

3.  PUBLIC COMMENTNone

 

4.  PUBLIC HEARING:

 

SUB #13-002 (Subdivision) Application of Duane A. White, 94 Pinewoods Rd., North Stonington, CT  06359 for a 3-lot subdivision of land on property located at 93 Pinewoods, North Stonington, CT  06359 in an R-80 Zone.  Tax Map #90, Parcel #7989 (PH scheduled to open on 3/07/13; Commission received on 2/07/13; & PH must close on or by 4/10/13)

 

Secretary Siner read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson, A. Brown

 

Mr. White was present for this application along with his Engineer, Mr. Scot Deledda and Surveyor, Mr. John Comeau.

 

Mr. Deledda went over the plan stating the site is 11 ½ acres in size with each lot being approximately 4 acres.  Mr. Deledda stated this is a family subdivision with no open space being providing with on site-septic, wells, and underground utilities.  Mr. Deledda submitted a letter from Karen Weiss, the Town Sanitarian stating she has reviewed the application and has given it conceptual approval, stating that full plans for each lot will need to be submitted and additional soil testing may be required prior to granting a permit to construct. 

 

Mr. Deledda also submitted a waiver request to Section 6.3, Sidewalks & Trails, and the Commission discussed CGS 8-25 which pertains to open space.

 

Nicholas Mullane, 1st Selectman commented on this application stating he has no problem with the sight lines, and asked if the applicant was to move and rebuild the stone walls to not place them to close to the road.  Mr. Mullane also asked that the applicant minimize any drainage onto the road.

 

ZEO Leeming went over her application review and the Commission discussed the open space.  The consensus of the Commission was to put a note on the approved plan for each lot stating this was a family subdivision and no open space is required at this time. 

 

The Commission also asked the applicant to submit a waiver request for the Storm Water Management Plan.

 

MOTION by E. Boissevain, SECOND by A. Brown to continue the Public Hearing on SUB #13-002 to March 14, 2013.  MOTION CARRIED UNANIMOUSLY.

 

5.  PENDING APPLICATIONS:

7.  PLANNING ISSUES & DISCUSSION:

 

A.  POCD & Visioning Session Update

 

ZEO Leeming gave the Commission an update on the POCD and the upcoming visioning session on April 6th.

 

B.  EDC & Housing Plans

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to accept the Economic Development Plan and the Housing Plan to use information from them and make reference to them in the Plan of Conservation & Development.  MOTION CARRIED.
