1. CALL MEETING TO ORDER: Chairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 12, 2012 at 7:00p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Louis Steinbrecher, Chairman, Joseph Siner, Secretary, Wayne Wilkinson, and Alternate Member Julie Lanier
COMMISSIONERS ABSENT: Elaine Boissevain, Vice-Chair, Ann Brown, and Alternate Member Pat Lewis
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch
2. ADDITIONS TO THE AGENDA: None
3. PUBLIC COMMENT:
Bob Andersen, 62V Patricia stated that 95 Lakeside has clear cut their property right down to the lake. The Commission stated they will make the Inland Wetlands Commission aware of this.
4. PUBLIC HEARINGS:
RC #12-024 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to add new sections 1105.2 (Seasonal Use Overlay Area) & 202.1 D (Interpretation of Regulations-Prohibited if not permitted) to allow one storage shed on vacant, non-conforming lots within the Seasonal Use Overlay Area of the North Stonington Zoning Regulations. (PH scheduled to open on 4/12/12; Commission received on 3/08/12)
Secretary Siner read the application into the record.

ZEO Leeming went over the application with the Commission which would allow one storage shed on vacant, non-conforming lots within the Seasonal Use Overlay Area.
Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application. The following people spoke:

Mr. Richards discussed with the Commission raising the height of the shed to accommodate overhead electrical wires.

Chairman Steinbrecher asked if there was anyone from the public speaking against this application. There were none.
MOTION by J. Siner, SECOND by W. Wilkinson to close the Public Hearing on RC #12-024. MOTION CARRIED UNANIMOUSLY.
5. COMMISSION REVIEW:
A. SP #12-026 (Site Plan Modification) Application of the Town of North Stonington, Highway Department, 40 Main Street, North Stonington, CT 06359 to construct a building addition for use as a vehicle wash station. Property is located at 11 Wyassup Road, North Stonington, CT 06359 in an R-80 Zone. Tax Map #109, Parcel #5292 (Commission received on 3/08/12 & must act on or by

ZEO Leeming asked that the Commission table this application until the Commission’s May 3rd meeting so Pat Lafayette can be present. There needs to be clarification on whether the tank is going to be pumped or if it will overflow.
B. CGS 8-24 #12-041 (Connecticut General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item: Commission response of a request for sale of Unit 2-H on property located at Holly Green Plaza, 391 Norwich-Westerly Rd. Tax Map #101, Parcel #7011

ZEO Leeming went over the 8-24 request on behalf on Mr. Mullane.
MOTION by J. Siner, SECOND by W. Wilkinson to approve CGS 8-24 application #12-041 to allow for the sale of Unit 2-H on property located at Holly Green Plaza, 291 Norwich-Westerly Road. MOTION CARRIED UNANIMOUSLY.
6. PENDING APPLICATIONS:

The Commission deliberated on changing the height of the shed from the proposed 12 feet to 14 feet but
decided to leave the height at 12 feet as the regulation was presented.
MOTION by J. Siner, SECOND by W. Wilkinson to approve RC #12-024 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to add new sections 1105.2 (Seasonal Use Overlay Area) & 202.1 D (Interpretation of Regulations-Prohibited if not permitted) to allow one storage shed on vacant, non-conforming lots within the Seasonal Use Overlay Area of the North Stonington Zoning Regulations as it was submitted. MOTION CARRIED UNANIMOUSLY.

8. PLANNING ISSUES & DISCUSSION:
A. POCD Update
ZEO Leeming updated the Commission and gave them handouts and discussed doing the regulation changes along with the POCD. She also discussed facilitating meetings between Commissions with a consultant.
B. Housing & Economic Development Planning Workshop scheduled for Saturday, April 28, 2012 at 9:30 a.m. at the Elementary School Multi-Purpose Room, 311 Norwich-Westerly Road
ZEO Leeming reminded the Commission about the upcoming workshop and asked that they all attend.

MOTION by W. Wilkinson, SECOND by J. Lanier to approve the regular meeting minutes of 4/05/12 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
