DRAFT MINUTES


 

1.    CALL MEETING TO ORDERVice-Chair Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, January 12, 2012 at 7:02 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman (arrived at 7:08 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary and Ann Brown

4.  WORKSHOP:

 

Conservation Commission to update Planning & Zoning on their work with Conservation Easements and Open Space parcels.

 

Bob Fleury, Bill Ricker and Nita Kincaid were present.

 

Mr. Fleury went over the CE/OS Sub Committee Report stating the project started in January 2006 when the Conservation Commission took on the task of completing the inventory, indexing and mapping of open space and recreational lands.  The inventory had been started by the previous Commission but it was never finished.  Mr. Fleury stated that after reviewing all the information they had accumulated, they discovered that there were 24 open space and conservation easement properties that had not been completely processed and documented.

 

Mr. Fleury stated that at that juncture, the CE/OS Sub Committee proceeded to work with the 1st Selectman, the Town Attorney, the Assessor’s Office and the Zoning Official to go through each of these problem properties and get the paperwork processed, inspected each property and created a complete file for future inspections. 

 

Mr. Fleury stated that they studied the problems that caused these issues and have worked out a flowchart and checklist that should alleviate these same problems from occurring in the future.  Mr. Fleury stated that they have completed 20 of these properties which they are turning over this evening and there are 4 properties that they are turning over to the Zoning Official that they have not completed.  The 4 properties they are turning over will most likely require legal action to be resolved.

 

Ms. Kincaid went over the Flow Chart and CE/OS Chart along with the CE/OS recommended next steps. 

 

Mr. Ricker went over the yearly monitoring, the open space work list recommendations for Selectmen follow up, and the open space parcel actions recommended for Board of Selectmen.

 

The Commission thanked them for all their effort and hard work.

 

5.  PUBLIC HEARINGS:

 

A.  RC #11-109 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to add new sections 1305.6 (Projections) and 1305.7 (Fences, Walls & Terraces) of the North Stonington Zoning Regulations. 

(PH scheduled to open on 1/12/12; Commission received on 12/01/11 & PH must close on or by 2/15/12)

 

Secretary Siner read the application into the record.

ZEO Leeming went over the regulation change and stated that the Commission needs to remove a portion of Section 1306.1 that refers to Terrace or Patio or only approve the new proposed language with modifications that she drafted.

 

The Commission discussed the application.

 

Chairman Steinbrecher asked if there was anyone from the public with questions or comments.   There were none.

 

MOTION by A. Brown, SECOND by J. Siner to continue the Public Hearing on RC #11-109 to February 9, 2012.  MOTION CARRIED UNANIMOUSLY.

 

B.  RC #11-119 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to add to Section 206 (Changes of Business/Commercial or Industrial Uses of Buildings & Properties) of the North Stonington Zoning Regulations. 

(PH scheduled to open on 1/12/12; Commission received on 12/08/11 & PH must close on or by 2/15/12)

6.  COMMISSION REVIEW

 

A.  CGS 8-24 #12-001 (Connecticut General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item:  Commission response of a request to construct a 20’W x 24’ addition to the Town’s Transfer Station to house a compactor for recyclables on property located at 215 Wintechog Hill Rd.  Tax Map #92, Parcel #6887

1st Selectman Nicholas Mullane went over the request to construct a 20’ W x 24’ addition to house a compactor for recyclables at the Town’s Transfer Station.

 

MOTION by E. Boissevain, SECOND by J. Siner to approve the CGS 8-24 #12-001 to construct a 20’W x 24’ addition to the Town’s Transfer Station to house a compactor for recyclables on property located at 215 Wintechog Hill Road.  MOTION CARRIED UNANIMOUSLY.

 

B.  SP #12-002 (Site-Plan Modification) Application of the Town of North Stonington, 40 Main Street, North Stonington, CT  06359 for modification to an existing site-plan to add a 20 x 24 addition to the Town’s Transfer Station to house a compactor for recycling on property located at 215 Wintechog Hill Rd. in an R-80 Zone.  Tax Map #92, Parcel #6887

9.  PLANNING ISSUES & DISCUSSION:

 

B.  Discussion on the regulations for “Structures” as defined in the Regulations

 

Mr. Bill Ricker submitted a handout to the Commission regarding structures and would like the Commission to reconsider their definition of a structure.  The Commission discussed.   

A.  2012/2013 Budget

 

ZEO Leeming went over the proposed budget she drafted for the Commission.  The Commission consensus was in favor of the proposal.

 

10.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   

  

   ZEO Leeming updated the Commission on several zoning issues including Signal Hill, Tinaco,

   Ames, Syragakis and a parcel on Yawbux Valley Road.

 

   11.  NEW BUSINESS

 

A.  Possible Executive Session for discussion of new members

 

Present:  L. Steinbrecher, E. Boissevain, J. Siner, A. Brown, J. Leeming

 

MOTION by J. Siner, SECOND by E. Boissevain to go into Executive Session at 10:15 p.m. for discussion of new members.  MOTION CARRIED UNANIMOUSLY.

 

MOTION by A. Brown, SECOND by E. Boissevain to come out of Executive Session at 10:30 p.m.  MOTION CARRIED UNANIMOUSLY.

 

No decisions were made or action taken.

 

B.   Discussion and possible appointment of new member

  

   The Commission will discuss at their February 2, 2012 meeting
