DRAFT MINUTES


 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 10, 2012 at 7:01 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Ann Brown, and Alternates Members Pat Lewis and Julie Lanier

    

COMMISSIONERS ABSENT:  Wayne Wilkinson   

 

 STAFF PRESENTSr. Planner & Zoning Official Juliet Leeming, Administrative Assistant Cheryl Konsavitch and Commission Attorney Michael Carey

 

2.  ADDITIONS TO THE AGENDA

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, A. Brown, J. Lanier

 

MOTION by E. Boissevain, SECOND by J. Lanier to amend the agenda to go into Executive Session for Richard White bonding issue after public comment.  MOTION CARRIED UNANIMOUSLY.

 

3.  PUBLIC COMMENT

 

Anne Nalwalk asked the Commission to look at the site plan that was approved for Holly Green pertaining to landscaping.  Ms. Nalwalk stated that all of the trees have been cut down and she would like them to be held to the landscaping standards that were approved on the plan.

 

4.  EXECUTIVE SESSION:

 

MOTION by J. Siner, SECOND by E. Boissevain to go into Executive Session at 7:07 p.m. to discuss Richard White bonding issue and to include staff J. Leeming.  MOTION CARRIED UNANIMOUSLY.

MOTION by E. Boissevain, SECOND by A. Brown to come out of Executive Session at 7:41 p.m. where no decisions were made or actions taken.  MOTION CARRIED UNANIMOUSLY.

 

5.  COMMISSION REVIEW:

 

IBL #12-054 (Interior Building Lot) Application of Marjorie J. McIntosh, 201 Huntley Road, Westford, VT  05494 to create an interior building lot on property located at 19 Pine Woods Road, North Stonington, CT  06359 in an R-80 Zone.  Tax Map #82, Parcel #9306 (Commission to receive & review on 5/10/12 & must act on or by 7/13/12)

 

J. Siner read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, A. Brown, J. Lanier seated for W. Wilkinson

 

Mr. Jeff Stefanik, Land Surveyor of CME Associates was present along with the land owner Marjorie McIntosh.

 

ZEO Leeming went over the application and stated the applicant is proposing to create an interior lot that meets the regulations and that no prior interior lot was ever created.

 

Commission asked questions pertaining to the application.

 

MOITON by E. Boissevain, SECOND by J. Siner to approve the waiver request on behalf of John P. Guszkowski for property located at 19 Pine Woods Road to waive the requirements of Section 1700 of the Zoning Regulations as most of the requirements do not apply to this proposed application.  The proposed interior building lot is currently developed.  No changes are being proposed to the existing septic system and well and there will be no new grading, paving, driveway or road construction, or drainage work.  MOTION CARRIED UNANIMOUSLY.

 

MOTION by E. Boissevain, SECOND by A. Brown to approve IBL #12-054 (Interior Building Lot) Application of Marjorie J. MOTION CARRIED UNANIMOUSLY.

 

6.   NEW APPLICATIONSNone                                             

 

7.  PLANNING ISSUES & DISCUSSION:

 

POCD Update

 

ZEO Leeming had no update on POCD this week and gave the Commission an overview of the Board of Selectmen and Board of Finance meetings she and several Commission Members attended.

 

8.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   

    

   ZEO Leeming discussed Tinaco Plaza Truck Stop with the Commission and will issue a Cease & Desist, as     

   they are not in compliance with the conditions of their Special Permit and also send letters for sign

   violations for a few gas stations.

 

    9.  NEW BUSINESS

 

   Avalonia Land Conservancy asking for a letter of support for a State Grant for a 74 acre parcel on Babcock

   Road.

 

   MOTION by A. Brown, SECOND by L. Steinbrecher to send a letter of support for the open space

   acquisition by Avalonia Land Trust.  MOTION CARRIED UNANIMOUSLY.

 

   10.  OLD BUSINESS:    

 

11.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 5/03/12

 

MOTION by E. Boissevain, SECOND by A. Brown to approve the regular meeting minutes of 5/03/12 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

12.  ADJOURNMENT:

 

MOTION by L. Steinbrecher, SECOND by E. Boissevain to adjourn the meeting at 8:48 p.m.  MOTION CARRIED UNANIMOUSLY.
