DRAFT MINUTES


 

1.    CALL MEETING TO ORDERVice-Chairman Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, July 5, 2012 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTElaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown, and Alternate Member Julie Lanier

    

COMMISSIONERS ABSENT:  Louis Steinbrecher, Chairman & Alternate Member Pat Lewis

2.  ADDITIONS TO THE AGENDA

3.  PUBLIC COMMENTNone 

 

4.   NEW APPLICATIONS

 

SPEC #12-064 (Special Permit) Application of Richard E. White, 189 Norwich-Westerly Road, North Stonington, CT  06359 for closure plans for a gravel operation in 3 phases on property located at 150 Norwich-Westerly Road in an R-40 Aquifer Protection Overlay Zone.  Tax Map #117, Parcel #7908

 

The Commission scheduled the Public Hearing on SPEC #12-064 for Thursday, August 2, 2012.

 

5.  PLANNING ISSUES & DISCUSSION:

 

A.  Tinaco Plaza – start proceedings to revoke their Special Permit

 

ZEO Leeming gave a brief overview of Tinaco Plaza and the issues leading to the proceedings to revoke their Special Permit.

 

Mr. Claudio Marasco representing Tinaco Plaza went over some issues they are working on stating they have put in gorilla posts and re-lined the parking lot to stop the issue of illegally parked trucks.  They are trying to repair the Cab Aire units and he stated 60% are operable now, but they are electronic units and are easily broken.  Mr. Marasco stated they bought the Manfredi property and he believes that the enforcement issue of trespassing and noise is no longer valid, since they now own that property.  The Special Permit was approved without a sound absorption canopy and they have relocated the trucks that have refrigerated units.

 

Mr. Marasco stated that the diesel trucks on the roads today are a lot different then the diesels from an earlier time.  They are clean diesel certified and diesels are now being converted to natural gas.       

Mr. Marasco gave the history on how they came to use Cab Aire and stated that most truckers will not hook up to it.

 

Mr. Sidney Holbrook, former Commissioner of Environmental Protection gave his input on Cab Aire and stated that it does not work and truckers do not want to use it.

 

The Commission asked that Mr. Marasco come in for a modification to his Special Permit and address the issues with solutions at a Public Hearing.

 

B.  POCD Update

 

ZEO Leeming stated they are developing strategies between Affordable Housing and Economic Development.

Review minutes of Regular Meeting of 6/07/12

 

MOTION by W. Wilkinson, SECOND by J. Lanier to approve the regular meeting minutes of 6/07/12 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

10.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by A. Brown to adjourn the meeting at 8:50 p.m.  MOTION CARRIED UNANIMOUSLY.
