DRAFT MINUTES


 

1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, November 8, 2012 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary (arrived at 7:48 p.m.), Wayne Wilkinson, and Alternate Member Julie Lanier

    

COMMISSIONERS ABSENT:  Ann Brown and Alternate Member Pat Lewis

 

 STAFF PRESENTSr. Planner & Zoning Official Juliet Leeming, Administrative Assistant Cheryl Konsavitch, Commission Attorney, Mike Carey and Consulting Engineer Don Aubrey

4.   COMMISSION REVIEW

 

A.  SP #12-069 (Private Driveway) Application of Arlene F. Steinlauf & Scott A. Hurwitz, Trustees of Edward G. Steinlauf Trust & Lorraine Yardan, Trustee of Stephan W. Yardan Trust, 55 Sound View Heights, Branford, CT  06405 for site plan approval for the construction of a private driveway off Jeremy Hill Road in North Stonington, CT  06359 in an R-60 Zone to access subdivision in Stonington.  Tax Map #115, Parcel #7823

(Commission received on 8/02/12 & must act on or by 12/09/12; 65 day extension granted from 10/05/12)

 

Vice-Chair Boissevain read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, W. Wilkinson, J. Lanier

 

Atty. Tim Bates and Phil Katz of Stantec Consulting were present for this application.

 

Atty. Bates briefly stated that they did not have a full set of revised plans to submit due to the storm and power outage.  Atty. Bates stated they will be submitting a Stormwater Plan.

Mr. Katz went over revised plans to reflect the subdivision road standards.

 

ZEO Leeming stated they will need a Traffic Study and a bond estimate for Mr. Aubrey to review.

 

Mr. Aubrey asked about the test holes and if they will be using existing fill material.

 

Atty. Carey asked if the applicant would consider withdrawing the application if issues are not resolved since the Commission will have only 1 meeting to review the revised plans before they have to act on it.

 

Atty. Bates stated that they would not be opposed to that idea.

 

5.  NEW APPLICATIONS

 

SPEC #12-093 (Modification to Special Permit) Application of Tinaco Plaza, L.L.C., c/o P.O. Box 688, Westbrook, CT  06498 for a modification to a Special Permit on property located at 273 Clarks Falls Road, North Stonington, CT  06359 in a Highway Commercial Zone.  Tax Map #112, Parcel #2762 (Commission to receive on 11/01/12 & set for PH on or by 1/04/13)

 

The Commission set the Public Hearing on SPEC #12-093 for December 13, 2012

 

6.  PLANNING ISSUES & DISCUSSION:

 

POCD Update

 

ZEO Leeming stated that they are half way through the round table discussions and reviewed with the Commission an outline of the Plan for their feedback.  ZEO Leeming will e-mail the Commission the draft EDC and Housing Plan.

 

7.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:  

 

ZEO Activity Report/October

 

   ZEO Leeming went over her activity report for the month of October with the Commission and went over

   the UCONN presentation she attended with the class doing the presentation on the Wintechog Hill Road

   property.

 

   The students were asked to do a standard and creative design.  ZEO Leeming stated she would get the

   presentation in a power point format for the Commission.

10.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 9/06/12

 

The Commission accepted the minutes of 9/06/12 as written.

 

 

 

 

11.  ADJOURNMENT:

 

MOTION by E. Boissevain, SECOND by J. Siner to adjourn the meeting at 9:06 p.m.  MOTION CARRIED UNANIMOUSLY.
