MINUTES APPROVED ~ JUNE 2, 2011


 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 12, 2011 at 7:05 p.m. at the New Town Hall, Conference Room.

3.  PUBLIC COMMENTNone 

 

4.   WORKSHOP: 

 

Dr. Stephen Morrone came before the Commission to discuss a possible home occupation for the care of animals on property located at 68 Chester Main Road.

 

Dr. Stephen & Mrs. Jane Morrone were present for this Workshop.  Dr. Morrone stated he had a full veterinary practice at 157 Providence-New London Turnpike at one time, but it is now also very limited and he would like to continue to do a veterinary out patient clinic at his new residence at 68 Chester Main Road.

 

Dr. Morrone stated he would like to use a small 8 x 15 room off his garage to be open to the public Monday thru Thursday in the morning from 8:00 a.m. to 8:30 a.m. and Thursday evening from 4:00 p.m. to 5:00 p.m.  Mr. Morrone stated the business would involve mostly shots and diagnosis.  There would be no surgeries done or the boarding of animals.  Dr. Morrone stated he would have no employees and on an average he may have 1 to 2 animals a day.  Dr. Morrone stated his practice involves mostly equine and after 8:30 a.m. he is on the road to farms.

 

The Consensus of the Commission was to allow the ZEO to sign off on this application as a Class I Home Occupation.

6.  PLANNING ISSUES & DISCUSSION:

 

The P&Z Commission to discuss updating the POCD

 

ZEO Leeming went over a POCD update time line with the Commission.

 

7.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   

  

   ZEO Leeming went over enforcement issues which included an enforcement order to 20  

   Providence-New London Turnpike, zoning issues on Ames, Belisle, Tillinghast and discussed  

   Richard White’s reclamation plan.

 

   ZEO Leeming also gave the Commission material that was done by the Commission’s past

   Consultant Planner, Matt Davis on concept ideas for different areas of Town.

10.  CORRESPONDENCE   

 

The Commission accepted a resignation letter from John Ryan and also discussed sending letters to Commission members who do not attend meetings.

 

11.  REVIEW MINUTES:      

 

Review minutes of Regular Meeting of 5/05/11

 

MOTION by E. Boissevain, SECOND by J. Siner to approve the regular meeting minutes of 5/05/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

12.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 8:15 p.m.  MOTION CARRIED UNANIMOUSLY.
