THURSDAY, FEBRUARY 10, 2011 – 7:00 P.M.

DRAFT MINUTES

 

1.    CALL MEETING TO ORDERVice-Chair Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, February 10, 2011 at 7:05 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis E. Steinbrecher, Chairman (arrived at 7:07 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown and Alternate Member Susan Grufstedt (arrived at 7:07 p.m.)

2.  ADDITIONS TO THE AGENDANone 

 

3.  PUBLIC COMMENT

 

Mr. Dick Blodgett came before the Commission to state that the Historical Society is becoming more active and they would like to preserve the village and would like to include the help of Town Planner, J. Leeming.

 

Mr. Hillyer of 30 Stillman Road came before the Commission because back in 1987 he received a Special Permit for Multi-Family Housing and one of the conditions of the Special Permit was that only the owner’s unit could have a washer and dryer.  Mr. Hillyer would like to put a washer and dryer in his mother’s apartment.  ZEO Leeming gave a brief overview of the request and stated the Sanitarian needs to evaluate this request.  ZEO Leeming stated she would like the Commission’s consent to do a change order based on the Sanitarian’s letter.  The Commission agreed.

 

4.  PUBLIC HEARINGS:

 

A.  RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations

                             ( NO ACTION NEEDED; PH scheduled for 3/03/11; Commission received on 1/13/11 & PH must close on or by 4/06/11)

 

 

B.  RC #11-003 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Section 2000 (Signage) of the Town of North Stonington Zoning Regulations. 

                             ( NO ACTION NEEDED; PH scheduled for 3/03/11; Commission received on 2/03/11 & PH must close on or by 4/06/11)

 

5.   NEW APPLICATIONSNone          

 

6.  PLANNING ISSUES & DISCUSSION:

 

Zoning Issues to include by not limited to discussing adding generic commercial uses, POCD and prioritize the bucket list.

 

ZEO Leeming went over draft language for Farm Hand Living Quarters with the Commission and discussion followed.  The Commission felt there was not a need for this type of regulation at the present time and will address it when the need arises.

 

ZEO Leeming also went over changes to the regulations and typographical errors that she will submit as an application for the Commission to receive at their 3/03/11 meeting.

 

The Commission went over the bucket list items and ZEO Leeming discussed forming a POCD Steering Committee.

Appoint New Member

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to appoint John Patrick Ryan to the Alternate Member position vacated by A. Brown.  MOTION CARRIED UNANIMOUSLY.

10.  CORRESPONDENCE   

 

The Commission went over the correspondence in their packets. 

 

11.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 2/10/11

 

MOTION by E. Boissevain, SECOND by Brown to approve the regular meeting minutes of 2/10/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

12.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:35 p.m.  MOTION CARRIED UNANIMOUSLY.
