DRAFT MINUTES
1. CALL MEETING TO ORDER: Chairman Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 10, 2011 at 7:04 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Louis E. Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown and Alternate Member John Ryan
COMMISSIONERS ABSENT: Alternate Members Andrew Gaskins and Susan Grufstedt
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch

4. PUBLIC HEARINGS:
Secretary Siner read the application into the record.
A. RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations
(PH opened on 3/03/11 & continued to 3/10/11; Commission received on 1/13/11 & PH must close on or by 4/06/11)
Seated: L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson and A. Brown
ZEO Leeming stated she had spoken to Atty. Carey and gave him language for a definition to review which he edited. ZEO gave the Commission 2 definitions to review.
The Commission discussed which definition they liked better.
Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application. The following people spoke:
Nate Weiss – Submitted (Exhibit B) ERT of Wyassup Lake Subdivisions, (Exhibit C) Lakeview North and Lakeview West Subdivisions and (Exhibit D) Low Impact Development and Ordinances for Lake Shorelines. Mr. Weiss also talked about leaching systems.
Mark Coen questioned the wording of the legal ad and notice to abutting towns.

The Commission discussed the application.
MOTION by E. Boissevain, SECOND by W. Wilkinson to close the Public Hearing on RC #11-002. MOTION CARRIED UNANIMOUSLY.
Secretary Siner stated no action was needed on Items B and C.
B. RC #11-007 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend the Table of Contents, Sections 400-1000, 1305.1 (Setback Dimensions), 1401(A)(1)(b) (Accessory Apartments), add Section 1412 (Commercial Services), amend Section 1711.1(A) & (B) (Design Review Requirements), Appendix A (Definitions) add “Commercial Services”, amend “Retail Store” of the Town of North Stonington Zoning Regulations

C. RE-SUB #11-012 (Re-Subdivision) Application of Donna Perry, 189 Norwich-Westerly Road, North Stonington, CT 06359 for a 1-Lot re-subdivision on property owned by Richard & Marcia White at 186 Norwich-Westerly Road in an R-40, AP Zone. Tax Map #109, Parcel #9669
(NO ACTION NEEDED; PH scheduled to open on 4/07/11; Commission received on 3/03/11 & PH must close on or by 5/11/11)
5. COMMISSION REVIEW:
SI #11-014 (Signage) Application of North Stonington Properties, L.L.C., P.O. Box 205, North Stonington, CT 06359 for freestanding, internal illumination & directional signage on property located at 183 Providence-New London Turnpike in an OR Zone. Tax Map #117, Parcel #4737.
Mr. Rich Munson, Director, Support Services of the Westerly Hospital and Janet Fiore of North Stonington Properties were present for this application.
Mr. Munson went over the requested signage with the Commission. Mr. Munson stated there would be 16 signs in total with 4 of them being internally illuminated.
The Commission discussed the signage during the presentation.
MOTION by E. Boissevain, SECOND by A. Brown that the Commission by ¾ vote permit additional signage for the North Stonington Health Center as submitted on the plan of March 9, 2011 and presented on March 10, 2011. MOTION CARRIED UNANIMOUSLY.
MOTION by E. Boissevain, SECOND by A. Brown that the Commission by ¾ vote permit four internally illuminated signs for the North Stonington Health Center as submitted on the plan of March 9, 2011 and presented on March 10, 2011. MOTION CARRIED UNANIMOUSLY.
MOTION by E. Boissevain, SECOND by J. Siner that the Commission by ¾ vote permit additional square footage for signage for the North Stonington Health Center as amended by the Commission on their plan of March 9, 2011 and presented on March 10, 2011.
MOTION by A. Brown, SECOND by W. Wilkinson to approve the overall plan with the following conditions:
- A lighting plan shall be submitted and reviewed by the Zoning Enforcement Officer for compliance with the Regulations.
- The entrance signs described as #2 and #3 on the 3/09/11 plan submitted shall be 4 feet by 6 feet.
- The large sign #1 as shown on the 3/09/11 plan submitted which is internally lighted will only show the messages Urgent Care, the name of the facility, an arrow pointing in the direction of the entrance and possibly noting that the facility closes at 9:00 p.m. The rest of the sign will not be lighted.
MOTION CARRIED UNANIMOUSLY.
6. PENDING APPLICATIONS:
A. RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations
The Commission tabled deliberations on this application until their 4/0711 meeting.
7. NEW APPLICATIONS: None
8. PLANNING ISSUES & DISCUSSION:
J. Ryan discussed with the Commission changing their definition of a sign.
ZEO Leeming discussed with the Commission the idea of parcels at Shunock Estates being utilized for Sr. Housing.
ZEO Leeming stated to the Commission that Meadow Court passed DEP and is now going through DOT.
The Commission looked at examples of Plans of Conservation & Development from surrounding towns and will discuss updating their POCD at a workshop session on April 14, 2011.
ZEO Leeming discussed with the Commission the definition and statue on manufactured homes.
ZEO Leeming asked about the Abbott property and what direction the Commission would like her to take on enforcement. Chairman Steinbrecher stated he had received a call about the truck being idling at night and waking up the neighbors. The Commission agreed to take the next step with the Attorney.
ZEO Leeming told the Commission she was going to hold off further enforcement on the Ames property until Mr. Ames was recovered from his upcoming surgery.
ZEO Leeming also stated that the Johnson appeal has been dismissed.

Review minutes of Regular Meeting of 3/03/11
MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 3/03/11 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
14. ADJOURNMENT:
MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:55 p.m. MOTION CARRIED UNANIMOUSLY.
