DRAFT MINUTES

 

1.    CALL MEETING TO ORDERVice-Chair Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 3, 2011 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis E. Steinbrecher, Chairman (arrived at 7:40 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown and Alternate Member John Ryan  

    

COMMISSIONERS ABSENTAlternate Members Andrew Gaskins and Susan Grufstedt

3.  PUBLIC COMMENT

 

Madeline Jeffery submitted a letter to the Commission pertaining to tree cutting on the scenic roads in Town and reminded the Commission that the Tree Warden needs to contact the Planning & Zoning Commission when trees on these roads are designated to be cut.

 

4.  PUBLIC HEARINGS:

 

Secretary Siner read the application into the record.

 

A.  RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations

                             (PH scheduled to open on 3/03/11; Commission received on 1/13/11 & PH must close on or by 4/06/11)

Seated:  E. Boissevain, J. Siner, W. Wilkinson, A. Brown and J. Ryan

 

ZEO Leeming went over the regulation change stating that the addition of the words “other than submerged lands” after the word land would be added to the definition. 

 

Vice-Chair Boissevain asked if there were any questions or comments from the public pertaining to this application.  The following people spoke:

 

Mr. Mark Coen – submitted Exhibit A information pertaining to leaching systems and information concerning Billings Lake.  Mr. Coen asked that the Commission consider continuing the Public Hearing on this application until the Commission’s next meeting so Mr. Coen could discuss this definition change with his attorney.

 

Mr. Nate Weiss also commented on the Regulation Change and talked about leaching systems.

 

The Commission discussed.

 

MOTION by A. Brown, SECOND by W. Wilkinson to continue the Public Hearing on RC #11-002 to March 10, 2011.  MOTION CARRIED UNANIMOUSLY.

 

Secretary Siner read the application into the record.

 

B.  RC #11-003 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Section 2000 (Signage) of the Town of North Stonington Zoning Regulations. 

(PH scheduled to open on 3/03/11; Commission received on 2/03/11 & PH must close on or by 4/06/11)

ZEO Leeming went over the regulation change and reviewed Atty. Carey’s memo pertaining to some changes he suggested.

 

Chairman Steinbrecher asked if there were any questions or comment from the public pertaining to this application.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking in favor of this application.  The following people spoke.

Rich Munson, Director, Support Services Westerly Hospital

 

Chairman Steinbrecher asked if there was anyone from the public speaking against this application.  There were none.

 

MOTION by E. Boissevain, SECOND by J. Siner to close the Public Hearing on RC #11-003.  MOTION CARRIED UNANIMOUSLY.

 

 

5.   PENDING APPLICATIONS:

 

A.  RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations

 

RC #11-002 is continued to 3/10/11

 

B.  RC #11-003 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Section 2000 (Signage) of the Town of North Stonington Zoning Regulations.

MOTION by A. Brown, SECOND by W. Wilkinson to approve RC #11-003 with the proposed modifications and edits, effective the day after publication.  MOTION CARRIED UNANIMOUSLY.

 

6.   NEW APPLICATIONS:

 

A.  RC #11-007 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend the Table of Contents, Sections 400-1000, 1305.1 (Setback Dimensions), 1401(A)(1)(b) (Accessory Apartments), add Section 1412 (Commercial Services), amend Section 1711.1(A) & (B) (Design Review Requirements), Appendix A (Definitions) add “Commercial Services”, amend “Retail Store” of the Town of North Stonington Zoning Regulations

(Commission to receive on 3/03/11 & set for PH on or by 5/06/11)

 

The Commission set the Public Hearing on RC #11-007 for 4/07/11

 

B.  RE-SUB #11-012 (Re-Subdivision) Application of Donna Perry, 189 Norwich-Westerly Road, North Stonington, CT  06359 for a 1-Lot re-subdivision on property owned by Richard & Marcia White at 186 Norwich-Westerly Road in an R-40, AP Zone.  Tax Map #109, Parcel #9669

(Commission to receive on 3/03/11 & set for PH on or by 5/06/11           

 

The Commission set the Public Hearing on RC #11-007 for 4/07/11

 

7.  PLANNING ISSUES & DISCUSSION:

 

POCD Update, Affordable Housing & Bucket List

 

ZEO Leeming went over a Change of Use Application request at 82 Norwich-Westerly Road for an essential skincare and wellness studio which would provide skin care products, facials and make up. 

 

The Commission gave ZEO Leeming permission to approve the application administratively

 

ZEO Leeming stated to the Commission that Dodson’s Boat Yard had changed their drainage a little from what was approved on their site-plan.  Consulting Engineer Don Aubrey was ok with the changes and ZEO will submit a change order for this approved application.

 

ZEO Leeming discussed the POCD update and discussed the possibility of a Steering Committee and how the Commission would like to go about it.

 

ZEO Leeming also discussed possible affordable housing sites and the Bucket List which the Commission listed Senior Housing Regulations and Conservation Subdivisions as items they would like to work on in the near future.

Review minutes of Regular Meeting of 2/10/11

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 2/10/11 with the necessary corrections.  MOTION CARRIED.

 

J. Ryan - Abstained

 

13.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:15 p.m.  MOTION CARRIED UNANIMOUSLY.
