DRAFT MINUTES

 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, May 5, 2011 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson and Ann Brown

Secretary Siner read the application into the record.

 

4.   PUBLIC HEARINGS:

 

RC #11-025 (Regulation Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Regulations to modify the text and Conceptual Plan components of the existing Affordable Housing Development Overlay Zone-Meadowcourt by removing the non-residential uses initially proposed for the development and adding residential units.

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson, A. Brown

 

Chairman Steinbrecher stated he would not be recusing himself from this application as he did on the previous application as he has no affiliation with the current owner. 

 

Mr. John Olsen and Mrs. Ann Renehan were present for the application.

 

Mr. Olsen went over the change to the conceptual plan and text amendment.  Mr. Olsen stated that the total number of units has stayed the same but the total number of bedrooms has increased from 98 to 112 with 56 affordable units and 28 market rate units.  Mr. Olsen stated that the studio apartments have been eliminated and the number of 2 bedroom units has increased to 12.  The non-residential use has been eliminated because the abutting property owner who is moving her daycare business into the old Boomdocks building has expressed interest in having a community center and a farmers market in her building.

 

The Commission asked questions pertaining to this application.

 

Chairman Steinbrecher asked if there were any questions or comments from the public.  The following people spoke:

MOTION by E. Boissevain, SECOND by W. Wilkinson to close the Public Hearing on RC #11-025.  MOTION CARRIED UNANIMOUSLY.

 

5.   COMMISSION REVIEWNone

6.   PENDING APPLICATIONS:

 

RC #11-025 (Regulation Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Regulations to modify the text and Conceptual Plan components of the existing Affordable Housing Development Overlay Zone-Meadowcourt by removing the non-residential uses initially proposed for the development and adding residential units.

MOTION by A. Brown, SECOND by E. Boissevain to approve RC #11-025 (Regulation Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Regulations to modify the text and Conceptual Plan components of the existing Affordable Housing Development Overlay Zone-Meadowcourt by removing the non-residential uses initially proposed for the development and adding residential units as presented with the recommendation that the developers consider dedicating some inside space for some kind of community activity, EFFECTIVE THE DAY AFTER PUBLICATION.  MOTION CARRIED.

8.  PLANNING ISSUES & DISCUSSION:

 

The P&Z Commission to discuss updating the POCD

 

ZEO Leeming discussed with the Commission the need to form a sub-committee.  The Commission discussed how long the committee would need to meet

 

9.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   

  

   ZEO Activity Report/April

  

   ZEO Leeming went over her activity report for the month of April

 

10.    NEW BUSINESSNone 

 

11.  OLD BUSINESSNone

 

12.  CORRESPONDENCE   

 

The Commission went over the correspondence in their packets and reviewed a letter from the Selectmen asking for comments on the replacement of the bridge and Village Overlay Area Compliance Reference Letter A.

 

The consensus of the Commission was in favor of the single arch structure.

 

13.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 4/14/11

 

MOTION by A. Brown, SECOND by W. Wilkinson to approve the regular meeting minutes of 4/14/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

14.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 10:00 p.m.  MOTION CARRIED UNANIMOUSLY.
