DRAFT MINUTES


 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 13, 2011 at 7:00 p.m. at the New Town Hall, Conference Room.

Susan Westa to speak on Conservation Subdivisions

 

Ms. Westa came before the Commission and gave a presentation on Conservation Subdivisions.

 

5.  PUBLIC HEARINGS:

 

A.  SPEC #11-074 (Special Permit) Application of Richard E. White, 189 Norwich-Westerly Road, North Stonington, CT  06359 for closure plans for a gravel operation in 3 phases on property located at 150 Norwich-Westerly Road in an R-40 Aquifer Protection Overlay Zone.  Tax Map #117, Parcel #7908 (PH opened on 9/01/11 & continued to 10/13/11; Commission received on 8/11/11 & PH must close on or by 12/09/11-65 day extension granted from 10/06/11)

 

Secretary Siner read the application into the record.

Atty. Garon Camassar, Susan Mattern, Land Surveyor and Richard White were present for this application. 

 

Ms. Mattern went over the changes suggested by the Wetlands Commission at their October 12th meeting and recommendations from Mr. Aubrey.  Ms. Mattern stated the Wetlands Commission would like to see a revised plan before they act on the application.

 

Atty. Camassar discussed on-site processing to help the applicant get rid of the material in order to meet the time frame.

 

The Commission asked the applicant to present a plan to the Commission of what they what to do and intend to accomplish in a 5 year time frame.

 

MOTION by E. Boissevain, SECOND by J. Siner to continue the Public Hearing on SPEC #11-074 to November 3, 2011.  MOTION CARRIED UNANIMOUSLY.

 

B.  SPEC #11-075 & SPEC-APOA #11-076 (Special Permit & Aquifer Overlay) Application of Wood Pond, L.L.C., P.O. Box 293, North Stonington, CT  06359 for a Medical Clinic in the Aquifer Protection Overlay Area at property located at 183B Providence-New London Turnpike in the OR/APOA Zone.  Tax Map #122, Parcel #9690 The Public Hearings for these applications will be heard concurrently.

   (PH opened on 9/08/11 and continued to 10/13/11; Commission received on 8/11/11 & PH must close on or by 11/16/11-35 day extension granted from 10/13/11)

Janet Fiore was present for this application.

 

Ms. Fiore submitted a revised A-2 survey with the data presented from the last meeting that has been consolidated on this survey with live signatures from the Soil Scientist and Surveyor.  Also submitted was a lighting plan showing the existing lighting with six new wall packs and an updated Plot Plan with the existing parking areas highlighted in blue.

 

Ms. Fiore stated the Inland Wetlands Commission approved the application at their October 12th meeting.  A letter from Richard White & Sons was also being submitted stating the existing septic system has been inspected and approved

 

Ms. Fiore addressed the traffic and access which she stated that all access to the site is from an existing shared driveway off of Providence New London Turnpike.  Also they are requesting one additional 24 square foot sign as shown on the map.

 

Ms. Fiore stated they are asking for waivers to the Professional Preparation (Plot Plan) and Sections 1704.2(K), Section 1704.2(Q) and Section 1902(B).

 

ZEO Leeming went over previous site plans with the Commission dating back from 1978 and discussed the parking, access (private or road?) and waiver requests.

 

The Commission would like an engineered site plan with a plan for existing conditions, a plan showing proposed conditions, the status of the road, parking spaces shown conforming to the regulations, landscaping and travel lanes.

 

MOTION by A. Brown, SECOND by W. Wilkinson to continue the Public Hearing on SPEC #11-075 & SPEC-APOA #11-076 to November 3, 2011.  MOTION CARRIED UNANIMOUSLY.

 

C.  RC #11-079 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Appendix A (Definitions), Sections 400, 410, 420, 1430 and Section 1418.1(A) Excavation, Exemptions) of the North Stonington Zoning Regulations.  (PH scheduled to open on 10/13/11; Commission received on 9/01/11 & PH must close on or by 11/16/11)

ZEO Leeming went over the regulation change with the Commission and the reasons behind them from her hand out stamped given to the Commission at this hearing and stamped received 10/13/11.

MOTION by E. Boissevain, SECOND by W. Wilkinson to approve RC #11-079 with all the reasons as stated in the handout of 10/13/11 and presented by ZEO Leeming with the effective date of October 20, 2011.  MOTION CARRIED UNANIMOUSLY.

9.  PLANNING ISSUES & DISCUSSION:

 

ZEO Leeming gave the Commission a brief overview of the ZBA application that involves the Seasonal Use Overlay Area and the applicant is asking for a reduction in lot area from 80,000 sq. feet to approximately 67,000 sq. feet.

 

10.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   

  

   ZEO Leeming went over the Ames and Belisle enforcement proceedings along with the Chelsea Groton

   Sign which has been taken down, truck stop agreement and the YMCA property which she needs to   

   Inspect for possible unpermitted activities.

Review minutes of Regular Meeting of 10/06/11

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 10/06/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:48 p.m.  MOTION CARRIED UNANIMOUSLY.
