1. CALL MEETING TO ORDER: Vice-Chair Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, July 14, 2011 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Louis Steinbrecher, Chairman (arrived at 7:30 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Wayne Wilkinson and Ann Brown
COMMISSIONERS ABSENT: Alternate Members Andrew Gaskins and Susan Grufstedt
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch

3. PUBLIC COMMENT: None
4. PUBLIC HEARINGS:
RC #11-047 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend Sections 5.3.9 (Boundary Survey Map) & 6.5 (Flooding Considerations) of the Town of North Stonington Subdivision Regulations.
Secretary Siner read the application into the record.

ZEO Leeming stated that the regulation change being submitted was mandated and reviewed it briefly with the Commission.
Vice-Chair Boissevain asked if there were any questions or comments from the public. There were none.

MOTION by A. Brown, SECOND by W. Wilkinson to close the Public Hearing on RC #11-047. MOTION CARRIED UNANIMOUSLY.
5. COMMISSION REVIEW: None
6. PENDING APPLICATIONS:
RC #11-047 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend Sections 5.3.9 (Boundary Survey Map) & 6.5 (Flooding Considerations) of the Town of North Stonington Subdivision Regulations.

MOTION by A. Brown, SECOND by W. Wilkinson to approve RC #11-047, effective the day after publication, July 18, 2011. MOTION CARRIED UNANIMOUSLY.

8. PLANNING ISSUES & DISCUSSION:
Discussion of POCD updates Sr. Housing Regulations
ZEO Leeming discussed Duplex residences with the Commission and why the need for a Special Permit for this type of residence. The Commission consensus was to eliminate the Special Permit process.
The Commission discussed Sr. Housing regulations and ZEO Leeming stated that the Senior Continuing Care regulations could work as Sr. Housing regulations. The Commission discussed and agreed.
ZEO Leeming reviewed her memo to the Selectmen with the Commission pertaining to Affordable Housing that was discussed at the Selectmen’s meeting.
ZEO Leeming also discussed with the Commission the types of speakers they would like to have come before the Commission. Some of the topics the Commission would be interested in was Low Impact Development, Multi-Family Housing/condo’s.
9. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Activity Report/June
ZEO Leeming went over her activity report for the month of June.
Madeline Jeffery commented on last month’s agenda, which the meeting was cancelled, where the Commission stated they would discuss scenic roads, but the item was not on this month’s agenda.
ZEO Leeming stated that item was taken off the agenda, since the trees were already cut down. The Commission discussed the Statue and the Ordinance being in conflict with each other. The Commission discussed the process of cutting down trees on a scenic road and the need for it to be followed.
The Commission would like to invite Nicholas Mullane and Steve Holliday to a P&Z meeting to discuss this process. A. Brown will draft the letter and also speak to Atty. Carey about the conflict between the statue and the ordinance.

The Commission went over correspondence.
13. REVIEW MINUTES:
Review minutes of Regular Meeting of 6/02/11
MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 6/02/11 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
14. ADJOURNMENT:
MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:00 p.m. MOTION CARRIED UNANIMOUSLY.
