DRAFT MINUTES
1. CALL MEETING TO ORDER: Secretary Siner called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, November 3, 2011 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Joseph Siner, Secretary, Wayne Wilkinson and Ann Brown
COMMISSIONERS ABSENT: Louis Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair and Alternate Members Andrew Gaskins and Susan Grufstedt
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming, Administrative Assistant Cheryl Konsavitch and Commission Attorney Michael Carey

3. PUBLIC COMMENT: None
4. PUBLIC HEARINGS:
A. SPEC #11-074 (Special Permit) Application of Richard E. White, 189 Norwich-Westerly Road, North Stonington, CT 06359 for closure plans for a gravel operation in 3 phases on property located at 150 Norwich-Westerly Road in an R-40 Aquifer Protection Overlay Zone. Tax Map #117, Parcel #7908 (PH opened on 9/01/11 & continued to 11/03/11; Commission received on 8/11/11 & PH must close on or by 12/09/11-65 day extension granted from 10/06/11)
Secretary Siner read the application into the record.

Atty. Garon Camassar, Susan Mattern, Land Surveyor and Richard White were present for this application.
Ms. Mattern went over revised plans with the Commission which incorporated comments and suggestion from Don Aubrey, Consulting Engineer and the Inland Wetlands Commission.
Ms. Mattern submitted a bond estimate and went over a memo from CME Associates in response to Towne Engineers memo of August 31st.
ZEO Leeming stated to the Commission they need to address the possibility of allowing a rock crusher on site, which is not allowed by the Regulations in a residential zone.
Attorney Carey commented on the use of the rock crusher and will have an answer for the Commission at their November 10th meeting.
Nicholas Mullane, 1st Selectman briefly went over and presented a Well Installation & Groundwater Monitoring Report prepared by GEI.
MOTION by Wilkinson, SECOND by A. Brown to continue the Public Hearing on SPEC #11-074 to November 10, 2011. MOTION CARRIED UNANIMOUSLY.
B. SPEC #11-075 & SPEC-APOA #11-076 (Special Permit & Aquifer Overlay) Application of Wood Pond, L.L.C., P.O. Box 293, North Stonington, CT 06359 for a Medical Clinic in the Aquifer Protection Overlay Area at property located at 183B Providence-New London Turnpike in the OR/APOA Zone. Tax Map #122, Parcel #9690 The Public Hearings for these applications will be heard concurrently.
(PH opened on 9/08/11 and continued to 11/03/11; Commission received on 8/11/11 & PH must close on or by 11/16/11-35 day extension granted from 10/13/11)

ZEO Leeming went over the revised plan and discussed the parking area. ZEO Leeming stated she had not had time to properly review the revised plan as it had not been submitted until late afternoon. She also mentioned that the Commission had two waivers to discuss.
MOTION by A. Brown, SECOND by W. Wilkinson to continue the Public Hearing on SPEC #11-075 & SPEC-APOA #11-076 to November 10, 2011. MOTION CARRIED UNANIMOUSLY.
5. PENDING APPLICATIONS:

8. PLANNING ISSUES & DISCUSSION:
ZEO Leeming discussed a letter from the American Auto Truck Stop requesting that they clean the catch basins once a year instead of the two as required. The Commission said they are receptive to this idea once they are in full compliance with their Special Permit conditions.
ZEO Leeming discussed day camps and allowing accessory structures for storage, also discussed were the regulations and allowing minor projections into the setbacks. ZEO will draft language for the Commission. Also briefly discussed were farm labor quarters.
9. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Activity Report/October
ZEO Leeming went over her Activity Report for the month of October and also discussed the ZBA
decision of October 18th being appealed and also pursuing enforcement of Lakeway Farms.

Review minutes of Regular Meeting of 10/13/11
MOTION by A. Brown, SECOND by W. Wilkinson to approve the regular meeting minutes of 10/13/11 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
13. ADJOURNMENT:
MOTION by J. Siner, SECOND by A. Brown to adjourn the meeting at 8:53 p.m. MOTION CARRIED UNANIMOUSLY.
