DRAFT MINUTES

 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 7, 2011 at 7:00 p.m. at the New Town Hall, Conference Room.

MOTION by E. Boissevain, SECOND by J. Siner to amend the agenda to hear Item B before Item A under Public Hearings.  MOTION CARRIED UNANIMOUSLY.

Secretary Siner read the application into the record.

 

A.  RE-SUB #11-012 (Re-Subdivision) Application of Donna Perry, 189 Norwich-Westerly Road, North Stonington, CT  06359 for a 1-Lot re-subdivision on property owned by Richard & Marcia White at 186 Norwich-Westerly Road in an R-40, AP Zone.  Tax Map #109, Parcel #9669

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson, A. Brown

 

Mr. Peter Gardner, Land Surveyor was present representing the applicant.

 

Mr. Gardner went over the site plan with the Commission for the proposed 1 lot re-subdivision, which is 1 1.25 acre parcel which is being split from the property known as 186 Norwich-Westerly Road.

 

ZEO Leeming went over the lot history of this parcel and discussed the open space, stating there have been a few errors along the way surrounding the open space that was given in 2002.

 

The Commission discussed the open space issue.

 

Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application.  The following people spoke:

 

Pat Lewis asked about pathways and sidewalks

Anne Nalwalk talked about sidewalks

Nat Weiss also commented on sidewalks

 

The Commission discussed sidewalks on Route 2.

 

Chairman Steinbrecher asked if there was anyone speaking in favor of this application.  There was none.

 

Chairman Steinbrecher asked if there was anyone speaking against this application.  The following person spoke:

B.  RC #11-007 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend the Table of Contents, Sections 400-1000, 1305.1 (Setback Dimensions), 1401(A)(1)(b) (Accessory Apartments), add Section 1412 (Commercial Services), amend Section 1711.1(A) & (B) (Design Review Requirements), Appendix A (Definitions) add “Commercial Services”, amend “Retail Store” of the Town of North Stonington Zoning Regulations

A.  RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations

MOTION by E. Boissevain, SECOND by A. Brown to approve RC #11-002 (Regulation Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend “Appendix A” Definitions (Definition of a Lot) of the Town of North Stonington Zoning Regulations with the following wording:

 

Definition of a Lot

“An area or parcel of land, in the same ownership, designated and recorded in the land records of the Town by its owner as a separate lot.  For the purposes of meeting minimum lot area requirements, the land beneath the waters of Billings Lake, Blue Lake, Wyassup Lake, and Long Pond shall not be included.”

 

EFFECTIVE THE DAY AFTER PUBLICATION, MOTION CARRIED UNANIMOUSLY.

WAIVER

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to waive requirement Section 6.3, Sidewalks and Trails for the following reasons: 

 

1.  The lot abuts a State Highway with a wide right of way

2.  It would be impractical

3.  It would not be in the Town’s best interest

 

MOTION CARRIED UNANIMOUSLY.

 

MOTION by A. Brown, SECOND by J. Siner to approve RE-SUB #11-012 (Re-Subdivision) Application of Donna Perry, 189 Norwich-Westerly Road, North Stonington, CT  06359 for a 1-Lot re-subdivision on property owned by Richard & Marcia White at 186 Norwich-Westerly Road in an R-40, AP Zone.  Tax Map #109, Parcel #9669 with the following plan corrections:

 

1.      Correct General Note #4 on Sheet 2 of 3 concerning Driveway Slopes.  See Section 1504.1E for correct maximum slope.

2.      Provide slope calculations for driveway

3.      Show the location of all proposed utilities and

4.      Driveway must be moved to maintain 10 foot separation requirement from abutting property.

 

FINDINGS

 

This application is for a family re-subdivision and no Open Space is required.

 

7.   NEW APPLICATIONSNone

 

8.  PLANNING ISSUES & DISCUSSION:

 

ZEO Leeming discussed with the Commission the upcoming Meadow Court workshop and also went over the Board of Finance Budget Meeting that she stated went very well.  The Board was pleased that she was working with the other Commission’s and Boards.

ZEO Leeming discussed some ideas for the POCD update and EDC plan and also a housing plan and master planning an area.

   ZEO Leeming went over her activity report for the month of March.

13.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 3/10/11

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 3/10/11 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

14.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by L. Steinbrecher to adjourn the meeting at 10:05 p.m.  MOTION CARRIED UNANIMOUSLY.
