Minutes Approved ~ May 6, 2010

 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 8, 2010 at 7:03 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman, Elaine Boissevain Vice-Chairwoman, Joseph Siner Secretary, Peter McMorris, Wayne Wilkinson and Alternate Member Ann Brown

2.  ADDITIONS TO THE AGENDANone       

 

3.  PUBLIC COMMENT:      

 

A.  Mac Turner spoke on behalf of Avalonia Land Trust’s proposal to purchase two parcels of land located north of Stillman Road Extension in North Stonington which are located in the Bell Cedar Swamp which is an important part of an aquifer system. 

 

Mr. Turner asked that the Commission consider supporting this proposal and asked if they would write a letter to show their support.  The Commission agreed and Secretary Siner asked for a map of the property.  Mr. Turner stated he is able to get a map of the area showing the properties and would get it to the Commission.

 

B.  Nick Mullane, 1st Selectman came before the Commission to discuss the Dew Drop Inn with Stephan Nausiopoulos, Architect.  Mr. Mullane stated the building will need to be demolished with a new building with a different configuration and no parking in front.

 

Mr. Nausiopoulos went over the site plan.  ZEO Leeming asked if the Commission would want this application done administratively or as a site plan review by the Commission.  Atty. Carey stated a site plan review by the Commission would be required because a zoning permit is needed.  The applicant stated they would submit an application for the May 6, 2010 meeting.

 

4.  EXECUTIVE SESSION:

 

Present:  M. Carey, J. Leeming, L. Steinbrecher, E.Boissevain, J. Siner, P. McMorris, W. Wilkinson, A. Brown        

 

MOTION by J. Siner, SECOND by W. Wilkinson to go into Executive Session at 7:38 p.m. to discuss upcoming litigation on Richard White.  MOTION CARRIED UNANIMOUSLY.

 

1.  Possible executive session to discuss upcoming litigation on Richard White.

 

2.  Possible discussion on consideration and action regarding upcoming litigation on Richard White.

 

MOTION by J. Siner, SECOND by E. Boissevain to come out of Executive Session at 8:32 p.m.  MOTION CARRIED UNANIMOUSLY.

 

E. Boissevain stated no actions or decisions were made by the Commission while in Executive Session.

 

5.  PUBLIC HEARINGS:  (NO ACTION NEEDED ON ITEMS A & B)   

       

A.    RC #10-023 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Sections 200, 300, 400, 410, 420, 500, 510, 600, 700, 900, 1000, 1100, 1200, 1300, 1400, 1500, Appendix A “Definitions & Table of Contents of the Town of North Stonington Zoning Regulations.  (NO ACTION NEEDED; PH scheduled for 5/06/10; Commission received on 3/11/10; & PH must close on or by 6/09/10) 

 

B.    SUB #10-025 (Subdivision) Application of James Johnson, P.O. Box 353, Ledyard, CT  06339 for a 1-lot subdivision on property located at 296 Cossaduck Hill Road, North Stonington, CT  06359.  Tax Map #57, Parcel #4441 (NO ACTION NEEDED; PH scheduled for 5/13/10; Commission received on 3/11/10; & PH must close on or by 6/16/10)

 9.  PLANNING ISSUES & DISCUSSION:

 

Zoning Issues

 

ZEO Leeming bought up some zoning issues that included discussion with the Commission on the following:  Zoning uses, back hoes and equipment on residential properties, making the excavation permit clearer for the applicant and the placement of silage and manure piles.

 

ZEO Leeming also stated to the Commission that the POCD needs to be reviewed and discussed the NEV-DD regulation.

ZEO Leeming went over her activity report for the month of March.

Review minutes of Regular Meeting of 3/11/10

 

MOTION by E. Boissevain, SECOND by J. Siner to approve the regular meeting minutes of 3/11/10 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

15.  ADJOURNMENT:

 

MOTION by E. Boissevain, SECOND by J. Siner to adjourn the meeting at 9:15 p.m.  MOTION CARRIED UNANIMOUSLY.
