Draft Minutes

 

1.    CALL MEETING TO ORDERVice-Chairwoman Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, February 4, 2010 at 7:05 p.m. at the New Town Hall, Conference Room.

2.  ADDITIONS TO THE AGENDANone       

 

3.  PUBLIC COMMENT:    

 

ZEO Leeming read a letter from Robert Oelsner into the record asking the Commission to amend the regulations to allow storage containers. 

 

4.  WORKSHOP:

 

Commission and the public discussed proposed draft agricultural regulations.

 

Joan Nichols of the Farm Bureau attended the meeting to give input and answer questions pertaining to agricultural regulations.

 

ZEO Leeming gave a power point presentation of possible topics of discussion which included the Importance of Local Food Supply, Piggeries and Slaughterhouses, Accessory Agricultural Housing, Ag-tivities/Agrotourism, Agricultural Signage, Waste Management and Animal Units and Site Suitability and Impact.  The Commission and the Public discussed Slaughterhouses, Animal Units, Ag-tivities/Agrotourism and the definition of Agriculture. 

 

The Workshop on this topic will be continued at the Commission’s March 4, 2010 meeting at 7:00 p.m. at the North Stonington Elementary School, Multi-Purpose Room.

7.  PENDING APPLICATIONS

 

A.  RC #09-096 (Regulation Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Regulations to add new zoning district for affordable housing development with related zoning standards.

(PH opened on 12/03/09 & continued & extended to 1/07/10 & 1/14/10; PH closed on 1/14/10; Commission received on 11/05/09 & Commission must act on or by 3/19/10)

 

The Commission deliberated on this application with Attorney Carey present and discussed amending the regulation, architectural design and Class I home occupations.

 

The Commission will continue deliberations on this application at their 2/11/10 meeting.

 

B.  ZC #09-097 (Zone Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Map to add new Affordable Housing Development Overlay Zone.  The proposed zone consists of 7.24 acres with 600 feet of frontage on Route 2 & borders on the Commercial One (C1) Zone to the South & the R40 Residential Zone to the West & North & identified as Map/Parcel #10l/3214/4126/5046/6957

(PH opened on 12/03/09 & continued & extended to 1/07/10 & 1/14/10; PH closed on 1/14/10; Commission received on 11/05/09 & Commission must act on or by 3/19/10)

 

Secretary Siner read the application into the record and stated the Commission will table their deliberations until 2/11/10.

 

8.  NEW APPLICATIONS

 

A.  RC #10-004 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Section 1703.1B (Site Plan Requirements and Sections 1533, 1533.1 & 1533.2 (Home Occupations) of the Town of North Stonington Zoning Regulations.  (Commission to receive on 2/04/10 & set for PH on or by 3/10/10) 

 

B.  SPEC #10-007 (Special Permit) Application of Kidd’s & Company, c/o Allen M. & Christine A. Hare, 172 Providence-New London Turnpike, North Stonington, CT  06359 to construct a 1,660 sq. ft. addition to existing daycare.  Tax Map #121, Parcel #7485

(Commission to receive on 2/04/10 & set for PH on or by 3/10/10)

 

The Commission set Items A and B for Public Hearing on 3/04/10.

 

 

9.   PLANNING ISSUES & DISCUSSION:

 

10.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:    

 

A.  ZEO Activity Report/January

 

ZEO Leeming went over her activity report for the month of January with the Commission.

 

B.  Zoning Issues

 

ZEO Leeming discussed with the Commission the legalities of someone being able to sell land under a lake to make seasonal properties year round.

 

Attorney Carey will check on case law pertaining to this issue and report back to the Commission at their 2/11/10 meeting.

 

ZEO Leeming stated to the Commission that she will draft regulations to allow both temporary and permanent storage containers for the Commission to review and discuss at their next meeting.

 

ZEO Leeming also discussed with the Commission a zoning application for a great room that resembles a church.  ZEO Leeming asked the Commission for direction in processing this application.  Atty. Carey asked the Commission to table this application until their 2/11/10 meeting.

 

ZEO Leeming discussed the budget with the Commission and asked that they recommend increasing the Office Expenses line item back to $9,500.00.  The Commission agreed.

Review minutes of Workshop & Regular Meeting of 1/14/10

 

MOTION by J. Siner, SECOND by P. McMorris to approve the workshop and regular meeting minutes of 1/14/10 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

 

 

 

 

 

15.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by P. McMorris to adjourn the meeting at 10:08 p.m.  MOTION CARRIED UNANIMOUSLY.
