Draft Minutes

 

1.    CALL MEETING TO ORDERChairman Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 11, 2010 at 7:00 p.m. at the North Stonington Elementary School, Multi-Purpose Room. 

 

COMMISSIONERS PRESENTLouis Steinbrecher, Chairman, Elaine Boissevain Vice-Chairwoman, Joseph Siner Secretary, Peter McMorris, Wayne Wilkinson and Alternate Member Ann Brown        

    

COMMISSIONERS ABSENTAlternate Members Susan Grufstedt and Andrew Gaskins

4.  WORKSHOP:

 

A.  Renewal Energy Partners came before the Commission to discuss Solar Farms.

 

Dan Schafer and Chris Regan spoke on Solar Farms with the Commission.  Mr. Regan stated they had done two small studies in the area which came up fine.  Mr. Regan stated that you get 40% more power in the summer then in the winter and with the new panels they do not need direct sunlight.

 

B.  The Commission and the public continued discussion on proposed draft agricultural regulations.

 

ZEO Leeming went over the topics of Ag-tivities, signage and housing for farm hands.

 

5.  PUBLIC HEARINGSNone      

 

6.  COMMISSION REVIEW:        

 

CU #10-016 (Change of Use) Application of Andrew E. & Melissa A. Ladd, 174 Wintechog Hill Road, North Stonington, CT  06359 for a Change of Use of property at 14 Pendleton Hill Road, North Stonington, CT  06359 from non-conforming residential to Light Manufacturing in an Industrial Zone & Aquifer Protection Overlay Zone.  Tax Map # 126, Parcel #6635.

(Commission to receive on 3/11/10 & must act on or by 5/14/10)

 

Secretary Siner read the application into record.

 

Andrew Ladd was present and went over his application with ZEO Leeming.  Mr. Ladd would like to abandon the residential use and use the property for light manufacturing.

 

The consensus of the Commission was that this application did not require a site-plan review and the ZEO can issue the permit.

             

7.  PENDING APPLICATIONSNone 

 

8.  NEW APPLICATIONS

 

A.    RC #10-023 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Sections 200, 300, 400, 410, 420, 500, 510, 600, 700, 900, 1000, 1100, 1200, 1300, 1400, 1500, Appendix A “Definitions & Table of Contents of the Town of North Stonington Zoning Regulations.  (Commission to receive on 3/11/10; & set for PH on or by 5/14/10) 

 

The Commission set the Public Hearing on RC #10-023 for 5/06/10.

 

B.    SUB #10-025 (Subdivision) Application of James Johnson, P.O. Box 353, Ledyard, CT  06339 for a 1-lot subdivision on property located at 296 Cossaduck Hill Road, North Stonington, CT  06359.  Tax Map #57, Parcel #4441 (Commission to receive on 3/11/10; & set for PH on or by 5/14/10) 

 

The Commission set the Public Hearing on SUB #10-025 for 5/13/10.

 

9.   PLANNING ISSUES & DISCUSSION:

 

Mr. Tom Vignatto came before the Commission to discuss proposed draft Recreation Facility/Outdoor regulations.

 

Some of the concerns of the Commission pertaining to these regulations were operating rules for paint balling, overnight camping, lighting, overlay zone or by right, buffering, hours of operation and special permit.

 

The Commission consensus was to have Mr. Vignatto hire an attorney to help him write regulations for his proposal. 

10.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:    

 

Zoning Issues

 

ZEO Leeming went over zoning issues pertaining to Richard White and his court date.  ZEO Leeming stated that she inspected the site and found old equipment, orange slime on the water, piles of garbage, storage containers with old paint containers and other containers in them, 32 porta-potties sitting in an hay field, 2 old cars, dumping in an aquifer, signs of filling and burying and dumping of millings.

 

ZEO Leeming stated that she took pictures of the site and will send them to the Commission attorney to proceed from there with another court date.

14.  REVIEW MINUTES:     

 

Review minutes of Regular Meeting of 3/04/10

 

MOTION by E. Boissevain, SECOND by P. McMorris to approve the regular meeting minutes of 3/04/10 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

15.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 10:52 p.m.  MOTION CARRIED UNANIMOUSLY.
