Minutes Approved ~ September 2, 2010

 

1.    CALL MEETING TO ORDERVice-Chairwoman Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, August 12, 2010 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTLou Steinbrecher, Chairman (who arrived at 7:03 p.m.), Elaine Boissevain, Vice-Chairwoman, Joseph Siner Secretary, Wayne Wilkinson and Ann Brown      

    

COMMISSIONERS ABSENTPeter McMorris and Alternate Members Susan Grufstedt and Andrew Gaskins

Secretary Siner read the application into the record.

 

A.  RC #10-066 (Regulation Change) Application of R.E.P., L.L.C., 89 Plaza Court, Groton, CT  06340 to add new Section 1456-Solar Energy Systems to the Town of North Stonington Zoning Regulations.  (PH opened on 8/05/10 & continued to 8/12/10; Commission received on 6/03/10 & PH must close on or by 9/08/10)

Seated:  E. Boissevain, J. Siner, W. Wilkinson,

 

Tod Evers and Dan Schafer were present for this application.  Mr. Evers went over the revisions to the regulation change that was suggested at the Commission’s August 5th meeting. 

 

Vice-Chairwoman Boissevain asked if there was anyone from the public speaking in favor of this application.  There were none.

MOTION by J. Siner, SECOND by W. Wilkinson to close the Public Hearing on RC #10-066.  MOTION CARRIED UNANIMOUSLY.

 

B.  ZC #10-095 (Zone Change) Application of the Town of North Stonington, Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to identify the new “Level A” Aquifer Protection Area boundaries of existing zoning map to include all or some of the following parcels:  Tax Map #1330, Parcels #0493, #3956, #9200, #9641, #0777, #5841  (NO ACTION NEEDED; Commission received on 8/05/10 & set for PH on 9/09/10)

6.  PENDING APPLICATIONS

A.  RC #10-059 (Regulation Change) Application of Milltown Commons, L.L.C., P.O. Box 183, North Stonington, CT  06359 to amend Section 1200 (Floating Zones/NEV-SDD) of the Town of North Stonington Zoning Regulations.  (PH opened on 6/10/10 & continued to & closed on 7/01/10; Commission received on 6/03/10; & must act on or by 9/03/10) 

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson, A. Brown seated for P. McMorris

 

The Commission deliberated and Chairman Steinbrecher will draw up a table with density numbers for the Commission to review.  ZEO Leeming asked the Commission to also review the Plan of Conservation and Development and Atty. Carey’s information. 

 

The Commission tabled this application to their September 2nd meeting.

MOTION by W. Wilkinson, SECOND by E. Boissevain to approve RC #10-066 Application of R.E.P., L.L.C., 89 Plaza Court, Groton, CT  06340 for the reasons that this regulation change is consistent with the Town of North Stonington’s zoning regulations, is a viable way to preserve the farmlands and is consistent with the Plan of Conservation and Development.  MOTION CARRIED UNANIMOUSLY.

 

7.  NEW APPLICATIONS:  

 

SPEC #10-099 Application of Bison Brook Farms, Inc., 141 Swantown Road, Preston, CT 06365 for renewal of a Special Use Permit (#07-124) for Earth Excavation/Filling, property of Bison Brook Farms, Inc. at property located at 42 Button Road, approximately 2,500 feet north of the intersection of Northwest Corner Road and Button Road, North Stonington, CT  06359.  Map #44, Parcel #6155                   (Commission to receive on 8/12/10 & set for PH on or by 10/15/10)

 

The Commission set the public hearing on SPEC #10-099 for September 2, 2010.

 

8.  PLANNING ISSUES & DISCUSSION:

 

Zoning Issues including but not limited to Portable Storage Units

 

ZEO Leeming went over revisions to the propose draft regulations for the Portable Storage Units.  The Commission discussed and would like to have a workshop with the public on this topic.

 

ZEO Leeming also discussed the issue of land under the lake to count as density and signage issues.

Review minutes of Regular Meeting of August 5, 2010

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to approve the regular meeting minutes of 8/05/10 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

14.  ADJOURNMENT:

 

MOTION by A. Brown, SECOND by J. Siner to adjourn the meeting at 9:41 p.m.  MOTION CARRIED UNANIMOUSLY.
