DRAFT MINUTES
1. CALL MEETING TO ORDER: Vice-Chairwoman Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 14, 2010 at 7:03 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Elaine Boissevain, Vice-Chairwoman, Joseph Siner, Secretary, Wayne Wilkinson, Peter McMorris and Alternate Member Ann Brown
COMMISSIONERS ABSENT: Louis E. Steinbrecher, Chairman and Alternate Members Susan Grufstedt and Andrew Gaskins
STAFF PRESENT: Sr. Planner & Zoning Official Juliet Leeming and Administrative Assistant Cheryl Konsavitch

3. PUBLIC COMMENT: None
4. WORKSHOP:
The Planning & Zoning Commission conducted a workshop with the public to discuss storage units, self storage & signage.
ZEO Leeming gave a power point on information pertaining to storage containers and signage.
The following people gave their input on storage containers and signage:

ZEO Leeming stated she would like to form a sub-committee to work on new signage regulations.
5. COMMISSION REVIEW:
Secretary Siner read the application into the record.
SP #10-123 (Site Plan) Application of North Stonington Properties, L.L.C., P.O. Box 205, North Stonington, CT 06359 to revise existing lighting & signage plan to support medical facilities on property located at 183 Providence-New London Turnpike, North Stonington in a OR/AP Zone. Tax Map #117, Parcel #4737/6953. (Commission review set for 10/14/10; received on 10/07/10 &Commission act on or by
12/10/10)
Seated: E. Boissevain, J. Siner, P. McMorris, W. Wilkinson, A. Brown
Jeanne LaChance, Vice President of Finance & Chief Financial Officer of the Westerly Hospital along with Janet Fiore of N.S. Properties, L.L.C. was present for this application.
Ms. LaChance went over their site plan request which included 3 ten foot signs, internally lit signage and the lighting plan.
ZEO Leeming went over the signage allowed for the site and stated the applicant is requesting more signage than is allowed. The applicant would need to ask for a variance of the Zoning Board of Appeals or submit a regulation change for the additional signage and the internally lit sign. ZEO Leeming stated the lighting plan meets the regulations.
MOTION by A. Brown, SECOND by W. Wilkinson to approve Site Plan Application SP #10-123 Application of North Stonington Properties, L.L.C., P.O. Box 205, North Stonington, CT 06359 to revise existing lighting & signage plan to support medical facilities on property located at 183 Providence-New London Turnpike, North Stonington in a OR/AP Zone. Tax Map #117, Parcel #4737/6953 as modified:
One (1) 60 square foot externally lit directory sign, one (1) 60 square foot externally lit free standing entrance sign and one (1) internal directory sign.
Additional signage or internal illumination will require a variance.
The lighting plan is approved as submitted.
MOTION CARRIED UNANIMOUSLY.
6. PUBLIC HEARINGS:
A. SPEC #10-110 (Home Occupation-Class II) Application of Big Al & Sons, L.L.C., c/o Alcides Silva, P.O. Box 1133, Norwich, CT 06360 for a Home Occupation-Class II for a landscaping & snow removal business on property located at 470 Cossaduck Hill Road, North Stonington in an R-80 Zone. Tax Map #35, Parcel #6370 (NO ACTION NEEDED; PH Scheduled for
11/04/10; Commission received on 10/07/10 & PH must close on or by 12/08/10)
B. SPEC #10-122 (Special Permit) Application of Tia May McCall, 66 Coal Pit Hill Road, Griswold, CT 06351 for a Special Permit for a Daycare on property located at 411C Norwich-Westerly Road in a C1/AP Zone. Tax Map #101, Parcel #7715 (NO ACTION NEEDED; PH Scheduled for 11/04/10; Commission received on 10/07/10 & PH must close on or by 12/08/10)
Secretary Siner stated no action is needed on Items A & B.

9. PLANNING ISSUES & DISCUSSION:
Zoning Issues
ZEO Leeming discussed a possible zoning issue at a business located 232A Providence-New
London Turnpike
10. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Leeming updated the Commission on Richard White’s property on Norwich-Westerly Road.
11 NEW BUSINESS: None
12. OLD BUSINESS:
E. Boissevain asked about the discrepancies between the State aquifer protection regulations and the Towns. ZEO Leeming stated that some of their uses are not in ours and the Commission should just adopt the State’s regulations.
13. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
14. UPCOMING WORKSHOP:
Joint meeting at the request of the Economic Development Commission with the Planning & Zoning Commission to discuss Commercial Uses and the west end of Route 2 on Thursday, November 18, 2010 at 7:00 p.m. (The P&Z Commission does not have a regularly scheduled meeting on 11/11/10, because it is a Holiday)

15. REVIEW MINUTES:
Review minutes of Regular Meeting of October 7, 2010
MOTION by P. McMorris, SECOND by W. Wilkinson to approve the regular meeting minutes of 10/07/10 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
16. ADJOURNMENT:
MOTION by J. Siner, SECOND by P. McMorris to adjourn the meeting at 9:10 p.m. MOTION CARRIED UNANIMOUSLY.
