Draft Minutes

 

1.    CALL MEETING TO ORDERChairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 5, 2009 at 7:02 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENT:  G. Russell Stewart, III, Chairman, Louis E. Steinbrecher, Vice-Chairman, Vilma Gregoropoulos, Secretary Elaine Boissevain, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown     

    

COMMISSIONERS ABSENT:  Alternate Member Susan Grufstedt

8.  PLANNING ISSUES & DISCUSSION:

 

Discussion of Plan of Conservation and Development (continued from Workshop if needed)

 

ZEO Leeming continued to go over the changes to the Plan continued from the Workshop.  ZEO Leeming asked the Commission to read the actions and review the 2009 Plan Review & Update and re-write it with their own changes and the Commission will discuss at their March 12, 2009 meeting.

 

Marc Tate/IT Coordinator went over some mapping questions and the Aquifer Protection Overlay Area on the map.

 

4.  PUBLIC HEARINGS:

 

RE-SUB #09-004 (Re-Subdivision) Application of George C. Brown, 709 North Stonington Road,  Stonington, CT  06378 to re-subdivide 1-lot on property located at 230/254 Mystic Road, North Stonington, CT  06359  Tax Map #107/114, Parcel #6171/7078  (PH scheduled to open on 3/05/09; Received on 2/05/09 & PH must close on or by 4/08/09)

 

Secretary Gregoropoulos read the application into the record.

 

Seated:  R. Stewart, J. Siner, L. Steinbrecher, E. Boissevain, V. Gregoropoulos

 

Ann Brown, as the applicant stated that according to the regulations, an Interior Building Lot is by Special Permit and therefore, this application would need to be heard in conjunction with the Special Permit application.  Ms. Brown stated the Commission will be receiving the Special Permit application at this meeting and asked that this application be continued until the Commission’s April 2, 2009 meeting.

 

MOTION by V. Gregoropoulos, SECOND by J. Siner to continue the Public Hearing on RE-SUB #09-004 to April 2, 2009.  MOTION CARRIED UNANIMOUSLY.

6.  PENDING APPLICATIONS:

 

RE-SUB #09-004 (Re-Subdivision) Application of George C. Brown, 709 North Stonington Road,  Stonington, CT  06378 to re-subdivide 1-lot on property located at 230/254 Mystic Road, North Stonington, CT  06359  Tax Map #107/114, Parcel #6171/7078  (PH scheduled to open on 3/05/09; Received on 2/05/09 & PH must close on or by 4/08/09)

 

7.  NEW APPLICATIONS:

 

A.  SP #09-017 (Site-Plan) Application of Raspberry Junction Properties, L.L.C., c/o Patrick Levantino, 2201 West Davis, Conroe, TX  77304 to amend existing Site Plan to add a 4,345 square foot office facility addition at property located at 411A Norwich-Westerly Road, North Stonington, CT  06359 in the C1 Zone.  Tax Map #101, Parcel #0504  (Commission to receive on 3/05/09 and must act on or by 5/08/09)

 

B.  SPEC #09-018 (Special Permit) Application of George C. Brown, 709 North Stonington Road, Stonington, CT  06378 to create an interior building lot in conjunction with re-subdivision application #09-004 on property located at 230/254 Mystic Road, North Stonington, CT  06359 Tax Map #107/114, Parcel #6171/7078  (Commission to receive on 3/05/09 & set  for PH on or by 5/08/09)

 

Secretary Gregoropoulos read the applications into the record and the Commission set both applications to be heard on April 2, 2009.

 

8.   PLANNING ISSUES & DISCUSSION:

 

A.  Fee Ordinance

 

ZEO Leeming went over the draft fee ordinance with the changes discussed at the Commission’s last meeting and will forward it to the Selectmen to be placed on the agenda at the next Town meeting.

 

B.  Zoning Regulation Issues

 

ZEO Leeming went over the small wind regulation and discussed the requirement of the site-plan which could be costly to the applicant.  The Commission stated that this is something the applicant can ask to be waived.

 

ZEO Leeming also went over Interior Building Lot special permit requirement, buffer requirements, village preservation overlay zone, multiple uses & buildings, accessory apartments, driveway standards and home occupations.

 

9.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:

ZEO Leeming went over her activity report for the month of February.

The Commission went over the correspondence in their packets. 

 

13.  REVIEW MINUTES:     

 

Review minutes of Special Meeting & Workshop Meeting of 2/12/09.

 

MOTION by E. Boissevain, SECOND by V. Gregoropoulos to approve the workshop and regular meeting minutes of 2/12/09 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

14.  ADJOURNMENT:

 

MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to adjourn the meeting at 9:22 p.m.  MOTION CARRIED UNANIMOUSLY.
