Draft Minutes

 

1.    CALL MEETING TO ORDERChairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 8, 2009 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Louis E. Steinbrecher, Vice-Chairman (arrived at 7:05 p.m.), Vilma J. Gregoropoulos, Secretary, Elaine Boissevain, Joe Siner and Alternate Member Duncan Schweitzer       

    

COMMISSIONERS ABSENTAlternate Members Ann Brown and Susan Grufstedt

 

 STAFF PRESENTSr. Planner/ZEO Juliet Leeming and Administrative Assistant Cheryl Konsavitch.

 

2.  ADDITIONS TO THE AGENDA:       

 

MOTION by V. Gregoropoulos, SECOND by E. Boissevain to go to New Business after public comment and to add the SCCOG regional report under Planning Issues and Discussion.  MOTION CARRIED UNANIMOUSLY.

 

3.  PUBLIC COMMENT

 

Mac Turner spoke about the Route 2/2a/32 traffic study that has been conducted and wanted to make the Commission aware of it.

 

Nita Kincaid asked that the Commission add Floating Zones to the top of their bucket list.

 

10.  NEW BUSINESS:   

 

Bond reduction request of the North Stonington Little League Association, Inc., c/o Jacques Parenteau, P.O. Box 419, North Stonington, CT  06359 to amend Special Permit #07-018.  The proposal is to reduce the bonding requirement amount which is set at $90,000.00 for the construction of five ball fields on property located on Swantown Hill Road.  The plans and specifications of approved Special Permit #06-038 are available for review in the North Stonington Land Use Office. Tax Map #77/2723, Lot #64/2993A  

 

Secretary Gregoropoulos read the bond request into the record.

E. Boissevain recused herself.

 

Mr. Jacques Parenteau and Mr. Mike Ward were present representing the Little League.

 

Mr. Parenteau stated they would like to reduce their bond to $50,000.  Mr. Parenteau stated that as of this date, the property has been cleared and excavated, and 90% of the existing top soil has been screened.  Mr. Parenteau stated they have submitted a Land Redemption Cost Quote from Field of Dreams Tree Farm and Landscaping, Inc. that indicates the cost to restore the property to a safe, stable and grass planted site is now less than $50,000.  The Little League is requesting the bond to be reduced so that the remaining funds can be used, along with existing NSLL funds, to install the parking lots, detention pond, septic system and driveways.  Mr. Parenteau stated that with these improvements, the NSLL would be able to create two of the ball fields in the spring.

 

MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to approve the reduction in the bond to $50,000 and to authorize the ZEO to verify the quote and inspect the site for compliance.  MOTION CARRIED UNANIMOUSLY.

 

4.  PUBLIC HEARINGS

 

A.  ZC #09-071 (Zone Change) Application of Milltown Commons, L.L.C., P.O. Box 183, North Stonington, CT  06359 for a change to the zoning map to create a New England Village Special Design District (NEV-SDD) mixed use zoning district only to property wholly located within eight tenths (.8) of a mile of the center of the Route2/Route 184 rotary, west of Route 2 and north of Route 184, which property has frontage on Route 2 and Route 184.  Primary vehicular access to a NEV-SDD development shall be on Route 2 or Route 184.  A concurrent master plan is part of this application.   (APPLICANT HAS WITHDRAWN APPLICATION)

 

Secretary Gregoropoulos read the letter of withdrawal into the record.

 

B.  RC #09-079 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Sections 1200 & 1700 of the Zoning Regulations pertaining to Storm water Management and Section 5, 6 & 7 of the Subdivision Regulations pertaining to Storm water Management, Site plan analysis & construction plan.    (PH opened on 10/08/09; Commission received on 9/10/09 & PH must close on or by 11/11/09)

 

Secretary Gregoropoulos read the application into the record.

ZEO Leeming stated that D. Schweitzer will briefly go over the changes that the Commission has already reviewed at a previous meeting.

 

D. Schweitzer, Licensed Civil Engineer went over the changes with the Commission.

 

There were no questions or comments from the Commission.

 

Chairman Stewart asked if there were any questions or comments from the public.  There were none.

Secretary Gregoropoulos read the letter from SCCOG into the record.

 

MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to close the Public Hearing on RC #09-079.  MOTION CARRIED UNANIMOUSLY.

6.  PENDING APPLICATIONS

7.  NEW APPLICATIONS

 

SPEC #09-091 (Special Permit) Application of Stonington Congregation of Jehovah’s Witnesses, c/o Ronald Sherman, 135 Liberty Street, Pawcatuck, CT  06379 to construct a 175 person occupancy House of Worship on property located at 530 Providence-New London Turnpike, North Stonington, CT  06359  Tax Map #112, Parcel #7791/8145  (Commission to receive on 10/08/09 & set for PH on or by 12/11/09)

 

The Commission set the Public Hearing on SPEC #09-091 for Thursday, November 5, 2009.

 

MOTION by L. Steinbrecher, SECOND by E. Boissevain to amend the agenda to add Hewitt Property Committee under Planning Issues & Discussion as 9D.  MOTION CARRIED UNANIMOUSLY.

 

8.   PLANNING ISSUES & DISCUSSION:

 

A.  Affordability Plan

 

ZEO Leeming went over the Affordability Plan with the Commission and asked that the Commission look over and submit comments and feedback to her.  ZEO Leeming also stated that Jane Dauphinais of SCCOG is requesting a workshop with the Commission to speak on affordable housing.

 

Vice-Chairman Steinbrecher stated he will draft a letter to our State Senator asking that Towns under 5 or 6 thousand be exempt from the affordable housing percentage.

 

B.  Small Wind Regulations

 

ZEO Leeming went over some changes pertaining to the small wind regulations which included requiring a plot plan instead of a site plan.  ZEO Leeming asked the Commission to review the regulation and get back to her with any comments or suggestions.

 

C.  SCCOG Regional Report

 

E. Boissevain stated that there is a proposal to eliminate the Regional Planning Commission due to budget cuts from the State and the Reference Committee would disband leaving staff to do reviews.

 

Secretary Gregoropoulos will draft a letter to SCCOG from the Commission to ask SCCOG to consider keeping the reference room.

 

D.  Hewitt Property Committee

 

Vice-Chairman Steinbrecher stated that he is unable to be on the Committee any longer and would like someone from the Commission to consider taking his place.

 

9.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:    

 

ZEO Activity Report/September

 

ZEO Leeming went over her activity report for the month of September with the Commission and discussed a Change of Use Permit for 7 Pendleton Hill Road.  The Commission directed the ZEO to sign off on the application.

 

ZEO Leeming reminded the Commission about the Information “AG”tivity on Wednesday, October 21st from 7:00 to 8:30 p.m. at the North Stonington Grange.

Review minutes of Workshop and Regular Meeting of 9/10/09 and Regular Meeting of 10/01/09

 

MOTION by E. Boissevain, SECOND by J. Siner to approve the workshop and regular meeting minutes of 9/10/09 and the regular meeting minutes of 10/01/09 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

14.  ADJOURNMENT:

 

MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to adjourn the meeting at 8:50 p.m.  MOTION CARRIED UNANIMOUSLY.
