1.    CALL MEETING TO ORDERL. Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, December 10, 2009 at 7:00 p.m. at the New Town Hall, Conference Room.

A.  RC #09-099 (Regulation Change) Application of  the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT  06359 to amend Section 1577 of the Town of North Stonington Zoning Regulations pertaining to Wind Energy Systems, Small Scale, Sections 1577.3 & Section 1577.4.  (PH opened on 12/10/09; Commission received on 11/12/09 & PH must close on or by 1/13/10)

 

Secretary Siner read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, J. Siner P. McMorris, W. Wilkinson

 

ZEO Leeming went over the application for the Commission.

 

The Commission discussed the working of 1577.4.

 

No public was in attendance.

 

The Commission received correspondence from SCCOG and the letter was discussed in the Public Hearing.

 

MOTION by J. Siner, SECOND by E. Boissevain to close the PH on RC #09-099.  MOTION CARRIED UNANIMOUSLY.

 

B.  RC #09-096 (Regulation Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Regulations to add new zoning district for affordable housing development with related zoning standards.

(NO ACTION NEEDED; PH opened on 12/03/09 & continued & extended to 1/07/10; Commission received on 11/05/09 & PH must close on or by 1/14/10)

 

C.  ZC #09-097 (Zone Change) Application of V&M Construction, Inc., 22 Beach Street, Westerly, RI  02891 to amend the Town of North Stonington Zoning Map to add new Affordable Housing Development Overlay Zone.  The proposed zone consists of 7.24 acres with 600 feet of frontage on Route 2 & borders on the Commercial One (C1) Zone to the South & the R40 Residential Zone to the West & North & identified as Map/Parcel #10l/3214/4126/5046/6957

(NO ACTION NEEDED; PH opened on 12/03/09 & continued & extended to 1/07/10; Commission received on 11/05/09 & PH must close on or by 1/14/10)

 

D.  SPEC #09-104 (Special Permit) Application of Grace Fellowship Evangelical Free Church, c/o Pastor Bob Petreil, 102 Providence-New London Turnpike, North Stonington, CT  06359 to construct a 622 square foot addition to existing church for a nursery, construction of a rain garden for stormwater management & installation of parking lot lights.  Tax Map #121, Parcel #4582

(NO ACTION NEEDED; PH scheduled to open on 1/14/10; Commission received on 12/03/09 & PH must close on or by 2/17/10)

 

Secretary Siner stated No Action was needed on items B-D.

6.  PENDING APPLICATIONS

Amended MOTION by E. Boissevain, SECOND by J. Siner to approve RC #09-099 effective the day after publication with the wording change to 1577.4(b) to read as follows:

In a residential zone on a lot with a minimum of three (3) acres, a maximum of one (1) turbine and one (1) tower is permitted.  In a non-residential zone, one (1) turbine and one (1) tower is permitted for each three (3) acres of land.  MOTION CARRIED UNANIMOUSLY.

 

7.  NEW APPLICATIONSNone

 

8.   PLANNING ISSUES & DISCUSSION:

 

Home Occupation Class I revisions

 

The Commission discussed the Home Occupation regulation and A. Brown volunteered to review and make revisions to the regulations.  The Commission will carry this item over on their agenda for their January meeting.

 

 

9.  UPCOMING WORKSHOPS:

 

E.  Workshop to be held on 1/07/10 at 6:00 in the New Town Hall, Conference Room to discuss recommendations by the Conservation Commission from the Plan for Conservation & Recreation Land and recommendations for Use of Land Areas followed by another workshop at 6:30 p.m. with Mac Turner to discuss Route 2 traffic study.

 

F.  Workshop to be held on 1/14/10 at 6:00 p.m. in the New Town Hall Conference Room with the OS/CE Subcommittee to update the Commissioners on the newly developed monitoring system for Open Space & Conservation Easements under the Town’s ownership. 

 

G.  Workshop to be held on 2/04/10 at 6:00 p.m. with the Planning & Zoning Commission and the public to discuss the proposed draft agricultural regulations.

 

10.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:    

 

ZEO went over zoning issues.

14.  REVIEW MINUTES:     

 

Review minutes of Workshop & Regular Meeting of 12/03/09.

 

MOTION by J. Siner, SECOND by E. Boissevain to approve the workshop and regular meeting minutes of 12/03/09 with the necessary corrections.  MOTION CARRIED UNANIMOUSLY.

 

 

15.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 8:35 p.m.  MOTION CARRIED UNANIMOUSLY.
