1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, September 10, 2009 at 7:11 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Louis E. Steinbrecher, Vice-Chairman, Vilma Gregoropoulos, Secretary, Elaine Boissevain, Joe Siner and Alternate Member Duncan Schweitzer
COMMISSIONERS ABSENT: Alternate Members Ann Brown and Susan Grufstedt
STAFF PRESENT: Sr. Planner/ZEO Juliet Leeming and Administrative Assistant Cheryl Konsavitch
2. ADDITIONS TO THE AGENDA: None
3. PUBLIC COMMENT: None
4. PUBLIC HEARINGS:
A. Public Hearing to hear and consider the Plan of Conservation and Development for the adoption of the recent revisions of the Plan that includes the addition of Appendix B, Plan for Conservation and Recreation Lands. (PH scheduled to open on 9/10/09 & PH must close on or by 10/14/09)
Secretary Gregoropoulos read the application into the record.

ZEO Leeming went over the POCD revisions and stated the Commission accepted the Plan for Conservation and Recreation Lands and decided to look at the plan and revise it where necessary.
Secretary Gregoropoulos asked if anything was submitted from the Selectmen from the Town meeting. Shawn Murphy stated the Selectmen did not submit written comment.
Chairman Stewart asked if there were any questions or comments from the public pertaining to this application. The following people spoke:

The Commission asked questions pertaining to the recreation complex and the focus map.

Chairman Stewart asked if there was anyone from the public speaking against this application. There were none.
Secretary Gregoropoulos read a letter from SCOGG into the record.
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to close the Public Hearing on the POCD. MOTION CARRIED UNANIMOUSLY.
B. ZC #09-071 (Zone Change) Application of Milltown Commons, L.L.C., P.O. Box 183, North Stonington, CT 06359 for a change to the zoning map to create a New England Village Special Design District (NEV-SDD) mixed use zoning district only to property wholly located within eight tenths (.8) of a mile of the center of the Route2/Route 184 rotary, west of Route 2 and north of Route 184, which property has frontage on Route 2 and Route 184. Primary vehicular access to a NEV-SDD development shall be on Route 2 or Route 184. A
concurrent master plan is part of this application. (NO ACTION NEEDED); PH scheduled to open on 10/01/09; Commission received on 8/13/09 & PH must close on or by 11/04/09)
5. COMMISSION REVIEW: None
6. PENDING APPLICATIONS:

The Commission deliberated on the application.
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to approve the recent revisions of the Plan that includes the addition of Appendix B, Plan for Conservation and Recreation Lands with the following changes:
- Correct the language on cover
- Change the focus area map names and
- Remove the focus map from the document
MOTION CARRIED UNANIMOUSLY.
7. NEW APPLICATIONS:
RC #09-079 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend Sections 1200 & 1700 of the Zoning Regulations pertaining to Storm water Management and Section 5, 6 & 7 of the Subdivision Regulations pertaining to Storm water Management, Site plan analysis & construction plan. (Commission to receive
on 9/10/09 & schedule PH as their schedule permits.
Secretary Gregoropoulos read the application into the record.
ZEO Leeming reviewed with the Commission a few changes to Section 5 which included the language of site analysis plan & site construction plan to match Section 1700.
Commission set the Public Hearing on application RC #09-079 for 10/08/09.
8. PLANNING ISSUES & DISCUSSION:
ZEO Leeming reviewed with the Commission a proposed draft Table of Contents for the Supplemental regulations which she will submit at a later date.
9. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Leeming asked if the Commission would like her to proceed with a Cease and Desist for Mr. Abbotts at 126 Northwest Corner Road. The Commission told ZEO Leeming to proceed.
ZEO Leeming stated that Home Occupation can be a possible bucket list item to discuss in the future.
10. NEW BUSINESS: None
11. OLD BUSINESS:
Secretary Gregoropoulos stated at last weeks meeting the subject was brought up to hire a consultant planner to help write mix use regulations. Secretary Gregoropoulos stated that the Commission has their own Planner and doesn’t feel they should hire a consulting one at this time.
12. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
13. REVIEW MINUTES:
Review minutes of Workshop and Regular Meeting of 9/03/09.
MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to approve the workshop and regular meeting minutes of 9/03/09 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
14. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to adjourn the meeting at 8:33 p.m. MOTION CARRIED UNANIMOUSLY.
