1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, January 8, 2009 at 7:03 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Joseph Siner and Alternate Members Ann Brown, Duncan Schweitzer and Susan Grufstedt
COMMISSIONERS ABSENT: Louis E. Steinbrecher
STAFF PRESENT: Sr. Planner/ZEO Juliet Leeming and Administrative Assistant Cheryl Konsavitch
2. ADDITIONS TO THE AGENDA:
MOTION by V. Gregoropoulos, SECOND by J. Siner to add Agricultural Committee under New Business
3. PUBLIC COMMENT: None
4. COMMISSION REVIEW:
#09-002 Connecticut General Statue 8-24, On behalf of the Board of Selectmen, First Selectman Nicholas Mullane, II requesting Planning & Zoning Commission review, in accordance with Connecticut General Statue 8-24, on the following item: The Boombridge Road bridge, will be in the same location but with a slightly wider (presently 24 ft. to proposed 30 to 32 ft.) due to new Federal Bridge Safety Standards.
Nicholas Mullane, 1st Selectman, reviewed the request with the Commission.
The Commission approved the request.
5. NEW APPLICATIONS: None
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to amend the agenda to add Conservation Commission Recreation Plan, budget and Housing Study under Planning Issues and Discussion as 1st item. MOTION CARRIED UNANIMOUSLY.
6. PLANNING ISSUES & DISCUSSION:
A. Mr. Mullane asked that the Commission put on the top of their bucket list the Conservation Commission’s Plan for Recreation Land and he would like to see a joint meeting between the Housing Committee, Planning & Zoning and the Selectmen. Mr. Mullane also stated to the Commission that the budget is very tight and if added appropriations are needed to let the Selectmen know as soon as possible.
Mr. Bill Ricker reiterated what Mr. Mullane had said.
Secretary Gregoropoulos stated she will write a letter to the Conservation Commission from Planning & Zoning pertaining to the Plan.
B. Agricultural Steering Committee
MOTION by J. Siner, SECOND by E. Boissevain to approve the letter Secretary Gregoropoulos wrote supporting the Board of Selectmen’s application for technical assistance. MOTION CARRIED UNANIMOUSLY.
MOTION by J. Siner, SECOND by E. Boissevain to have V. Gregoropoulos represent the Planning & Zoning Commission on the Agricultural Committee. MOTION CARRIED UNANIMOUSLY.
C. Fee Schedule
The Commission discussed the ordinance pertaining to consulting fees.
D. Prioritize Buck List
The Commission discussed prioritizing the bucket list which included contacting the Bar Association to have an Attorney speak on Affordable Housing and also have a joint meeting with different Boards and Commissions and then a meeting to include the public on affordable housing. The Commission will then work on the Plan of Conservation and Development Recreation Lands and the Agricultural Section of the regulations.
The Commission will discuss the Plan of Conservation and Development Recreation Lands at their first meeting in February.
7. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Activity Report/December
ZEO Leeming went over her activity report for the month of December.

10. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
11. REVIEW MINUTES:
Review minutes of Regular Meeting of 12/11/08
MOTION by V. Gregoropoulos, SECOND by J. Siner to approve the regular meeting minutes of 12/11/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
12. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by J. Siner to adjourn the meeting at 8:52 p.m. MOTION CARRIED UNANIMOUSLY.
