1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 1, 2009 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Louis E. Steinbrecher, Vice-Chairman (7:05 p.m.), Elaine Boissevain, Joe Siner and Alternate Members Duncan Schweitzer and Ann Brown
COMMISSIONERS ABSENT: Vilma Gregoropoulos, Secretary and Alternate Member and Susan Grufstedt
STAFF PRESENT: Sr. Planner/ZEO Juliet Leeming, Administrative Assistant Cheryl Konsavitch, Michael Carey Commission Attorney, Donald Aubrey Consulting Engineer and Kermit Hua Consulting Traffic Engineer.
The Commission decided to move their meeting to the Elementary School to accommodate the larger crowd that the Conference room could not accommodate.
MOTION by E. Boissevain, SECOND by J. Siner to adjourn the meeting and continue it to 7:00 p.m. at the Elementary School, Multi-Purpose Room. MOTION CARRIED UNANIMOUSLY.
2. ADDITIONS TO THE AGENDA:
E. Boissevain asked to amend the agenda to add the Regional SCCOG Report under Planning Issues & Discussion.
MOTION by L. Steinbrecher, SECOND by J. Siner to amend the agenda to include the SCCOG report under Planning Issues & Discussion. MOTION CARRIED UNANIMOUSLY.
3. PUBLIC COMMENT: None
4. PUBLIC HEARINGS:
A. ZC #09-071 (Zone Change) Application of Milltown Commons, L.L.C., P.O. Box 183, North Stonington, CT 06359 for a change to the zoning map to create a New England Village Special Design District (NEV-SDD) mixed use zoning district only to property wholly located within eight tenths (.8) of a mile of the center of the Route2/Route 184 rotary, west of Route 2 and north of Route 184, which property has frontage on Route 2 and Route 184. Primary vehicular access to a NEV-SDD development shall be on Route 2 or Route 184. A
concurrent master plan is part of this application. (PH opened on 10/01/09; Commission received on 8/13/09 & PH must close on or by 11/04/09)
Vice-Chairman Steinbrecher read the application into the record.

Mr. Alan Pesch representing Milltown Commons gave an overview of the application which he stated would be for the creation of a community where people may leave their homes and be within walking distance of workplaces, shopping, recreation and other community activities within a traditional New England village setting. Mr. Pesch submitted a handout of the overview and then turned the presentation over to the following people.
Mr. Kevin Tubridy of NE Design went over the project plan and conceptual design.
Mr. Karl Norton, Architect, went over the Community Neighborhoods
Mr. John Everett, Architect, went over Signage, lighting and color palette.
Mr. Geoff Fitzgerald, Site Engineer, went over landscaping, storm water and parking.
Mr. Sam Haydock of BL Companies discussed water resources.
Mr. John Mancini went over the traffic study.
Ms. Jennifer Usher went over fire safety.
The Commission asked questions pertaining to the findings, package plants, by-pass roads, water supply and contamination of it, water diversion permit and sewer issues.
Mr. Donald Aubrey, Consulting Engineer from Towne Engineering had some questions on the application.

MOTION by L. Steinbrecher, SECOND by E. Boissevain to continue the Public Hearing on ZC # 09-071 to October 8, 2008 at a place to be determined. MOTION CARRIED UNANIMOUSLY.
Due to the late hour, the Commission moved to adjourn the meeting and will discuss items on the agenda they did not get to at their October 8, 2009 meeting.
B. RC #09-079 (Regulation Change) Application of the North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to amend Sections 1200 & 1700 of the Zoning Regulations pertaining to Storm water Management and Section 5, 6 & 7 of the Subdivision Regulations pertaining to Storm water Management, Site plan analysis & construction plan. (NO ACTION NEEDED); PH scheduled to open on 10/08/09; Commission received on 9/10/09 & PH must close on or by 11/11/09)
