THURSDAY, SEPTEMBER 18, 2008 – 7:00 P.M.

Draft Minutes


 

1.  CALL MEETING TO ORDERChairman Stewart called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, September 18, 2008 at 7:03 p.m. at the North Stonington Elementary School, Media Center.

 

        COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 7:07 p.m.) and Alternate Members Duncan Schweitzer and Ann Brown

 

        COMMISSIONERS ABSENT Joseph Siner and Alternate Members Susan Grufstedt

 

STAFF PRESENTSr. Planner/ZEO Juliet Leeming and Administrative Assistant Cheryl Konsavitch

 

2.   PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS(30 minutes allotted & 3 minutes per speaker)

 

The following people spoke:

 

Sam Joslin would like to see a regulation added to the regulations to allow wind towers.

 

Nick Mullane, 1st Selectman, stated that if allowing wind towers, they must fall on your own property and also would like to see as many Special Permits as possible eliminated.  Mr. Mullane stated that he lives near 2 sportsmen’s club and they are good neighbors.

 

Nita Kincaid stated there needs to be more public involvement and interaction during the meetings not just the 3 minutes allotted each person at the beginning of the meeting.

 

Jim Rinotti, Westbrook Fishing Club would like to see camping allowed in the Membership Club proposed regulations.

 

3.  PLANNING ISSUES & DISCUSSION:

 

Zoning regulation discussion to include final review of supplemental regulations in particular membership clubs and qualified affordable accessory apartments.

 

Staff went over the final review of the supplemental regulations with the Commission for input and discussion.  The public was allowed to interact during the Commission’s discussion and review.

 

4.  ADJOURNMENT

 

MOTION by V. Gregoropoulos, SECOND by E. Boissevain to adjourn the special meeting at 10:33 p.m.  MOTION CARRIED UNANIMOUSLY.
