1. CALL MEETING TO ORDER: Chairman Stewart called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 30, 2008 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 7:03 p.m.), Joseph Siner and Alternate Members Duncan Schweitzer, Ann Brown (left at 10:45 p.m.) and Susan Grufstedt (arrived at 7:45 p.m. & left at 10:50 p.m.)
COMMISSIONERS ABSENT: None
STAFF PRESENT: Sr. Planner/ZEO Juliet Leeming, Administrative Assistant Cheryl Konsavitch and Contracted SCCOG Planner, Jamie Rabbitt
2. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS: (30 minutes allotted & 3 minutes per speaker)
The following people spoke:
Brian Rathbun asked about accessory/caretaker apartments.
Jonathan Edwards had questions regarding farm wineries and farm winery restarants.
John Olsen talked about affordable housing and asked the Commission to review the report distributed to them by the Affordable Housing Committee.
Nita Kincaid asked that the Commission members put there name on correspondence they are distributing.
3. PLANNING ISSUES & DISCUSSION:
Zoning Regulation Discussion to include Farm Winery, Farm Winery Restaurant, Architectural Characteristics, Floating Zones, Sr. Continuing Care Community, Accessory Apartments, Equine Stables/Equine Enterprise, Home Occupation, Membership Clubs, Planned Business Development, Signage, Hotel (Boutique Hotel), Outdoor Lighting, Special Permit Requirements and public comment as time permits.
The Commission went over the following sections listed above.
4. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to adjourn the special meeting at 11:55 p.m. MOTION CARRIED UNANIMOUSLY.
