1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, September 4, 2008 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown
COMMISSIONERS ABSENT: Alternate Member Susan Grufstedt
STAFF PRESENT: Administrative Assistant Cheryl Konsavitch and Contracted SCCOG Planner, Jamie Rabbitt (arrived at 7:05 p.m.)
2. ADDITIONS TO THE AGENDA: None
3. PUBLIC COMMENT:
Brad Borden asked that the Commission consider putting the Senior Planner & Zoning Official’s report/issues first on the agenda to discuss zoning enforcement earlier in the evening rather then at the end when everyone is ready to go home.
Bob Fleury representing the Conservation Commission read a letter into the record pertaining to the Plan for Conservation and Recreation Lands and Recommendations for used of land areas.
A. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS: None
Nita Kincaid asked tonight’s public hearings will be conducted and would like to see more time allowed for public comment at the end of the zoning regulation discussion.
4. PUBLIC HEARINGS:
A. RC #08-070 (Regulation Change) Application of the Planning & Zoning Commission, New Town Hall, 40 Main Street, North Stonington, CT 06359 to amend the Town of North Stonington Zoning Regulations for an extension to the existing moratorium to Sections 403.1 (all uses), Section 403.2 (all uses), Section 403.4 (all uses) and Section 403.5 (all uses). The extended moratorium is intended to provide the Commission with sufficient time to study issues affecting development within the community and to possibly amend the regulations to address these issues and to create regulations generally consistent with the Plan of Conservation and Development.
(PH scheduled to open on 9/04/08; Commission received on 8/14/08 & PH can close at the Commission’s discretion)
The moratorium is intended to supplement the 9-month moratorium approved on 12/13/07 with an effective date of 12/16/07 to extend it to 12/20/08.
Secretary Gregoropoulos read the application into the record.

Mr. Rabbitt presented the application and went over ZEO Leemings memo.
The Commission asked questions pertaining to the application.
Chairman Stewart asked if there were any questions or comments from the public pertaining to this application. The following people spoke.
Nita Kincaid asked a question pertaining to the wording of the application and stated there is very little talk of the Plan of Conservation and Development when revising the regulations.
Ann Brown speaking as a resident said that the Commission needs to be sure there procedures are correct in conducting the hearing.
Mr. Rabbitt stated for the record the items that were in the file pertaining to this application.
Secretary Gregoropoulos read a letter from SCCOG and Nick Mullane, 1st Selectman into the record.
MOTION by V. Gregoropoulos, SECOND L. Steinbrecher to close the Public Hearing on RC #08-070. MOTION CARRIED UNANIMOUSLY.
B. RC #08-071 (Regulation Change) Application of the Planning & Zoning Commission, New Town Hall, 40 Main Street, North Stonington, CT 06359 to amend the Town of North Stonington Subdivision Regulations for an extension to the existing moratorium to Sections 1 thru 9 on the acceptance of applications for the subdivision of any existing parcel of land existing immediately prior to the effective date into two or more lots. The moratorium is necessary to allow the Commission to study and revise its regulations in a manner that will
allow the most effective and environmentally sensitive division of land and that will enhance the prospects for the conservation of natural resources and preservation of open space for the welfare of the landowners and residents of North Stonington. (PH scheduled to open on 9/04/08; Commission received on 8/14/08 & PH can close at the Commission’s discretion)
The moratorium is intended to supplement the 9-month moratorium approved on 12/13/07 with an effective date of 12/16/07 to extend it to 12/20/08.

MOTION by V. Gregoropoulos, SECOND by E. Boissevain to close the Public Hearing on RC #08-071. MOTION CARRIED UNANIMOUSLY.
5. PENDING APPLICATIONS:
A. 6. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES: None
7. PLANNING ISSUES & DISCUSSION:
Zoning Regulation Discussion to include site-plan, revisions to excavation, dimensional requirements and home occupations.
Staff went over Sections 1400, 1600 & 1200 with Commission discussion and input.

The Commission went over the correspondence in their packets.
11. REVIEW MINUTES:
Review minutes of Regular Meeting of 8/14/08 & Special Meeting of 8/28/08.
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to approve the regular meeting minutes of 8/14/08 and the Special Meeting minutes of 8/28/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
12. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to adjourn the meeting at 10:42 p.m. MOTION CARRIED UNANIMOUSLY.
