Minutes Approved ~ July 3, 2008


 

1.  CALL MEETING TO ORDERChairman G. Russell Stewart, III called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, June 26, 2008 at 6:01 p.m. at the New Town Hall, Conference Room.

 

        COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 6:02 p.m.), Joseph Siner (arrived at 6:02 p.m.) and Alternate Members Duncan Schweitzer and Ann Brown

 

        COMMISSIONERS ABSENT Alternate Member Susan Grufstedt

 

STAFF PRESENTSr. Planner/ZEO Juliet Leeming and Administrative Assistant Cheryl Konsavitch  

 

2.  WORKSHOP:

 

Conservation Commission & the Planning & Zoning Commission to discuss the Conservation Commission’s Plan for Conservation and Recreation Lands and Recommendations for Use of Land Areas

 

The Conservation Commission members present were Dick Blodgett, Paige Brooks and Bob Fleury. 

 

V. Gregoropoulos stated that what the Conservation Commission had presented to P&Z back in January were really two documents merged as one.  One was a plan for conservation and recreation land and the other was a recommendation for use of land areas.  She stated what she did was separate the documents and gave the Commission just the Plan for Conservation and Recreation Lands.

 

Mr. Blodgett distributed background documents that he put together which helped them when working on this document.  Mr. Blodgett gave a brief presentation.

The following people commented on the proposed revisions to the zoning regulations.

 

Nita Kincaid – Commented on Mixed Use & Floating Zones

 

Mac Turner – Applaud Commission for holding moratorium, limited public comment & eliminate floating zones.

 

Robin Hall – Need to look at the uses allowed in the Floating Zone & against Floating Zones

 

Anne Nelson – Against Floating Zones, too much density allowed in floating zone, be creative in the planning process.

 

Ann Renehan – Commented on Mixed Use & Floating Zones & they are 2 concepts

 

Mac Turner – Discuss floating zones as a concept

 

Pat Turner – Commented on Mixed Use & Floating Zones

 

Anne Nalwalk – Too much density in our mixed use

 

Madeline Jeffery – Eliminate Floating Zones

 

4.   PLANNING ISSUES & DISCUSSION:

 

Zoning Regulation Discussion

 

ZEO Leeming asked for some background on Section 1100 and A. Brown asked that the Commission eliminate this Section from the regulations before the moratorium ends.

 

The Commission discussed this regulation.

 

The Commission decided to hold a Special Meeting on Thursday, July 17, 2008 at 6:00 p.m. at a place yet to be determined to have a public discussion on Floating Zones and Mixed Use with Commission discussion to follow.

The Commission asked ZEO Leeming to look at signage, lighting and definitions.

 

5.  ADJOURNMENT

 

MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to adjourn the special meeting at 8:50 p.m.  MOTION CARRIED UNANIMOUSLY.
