Draft Minutes
1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 9, 2008 at 7:07 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary (left at 9:13 p.m.), Louis E. Steinbrecher, Joseph Siner and Alternate Members Duncan Schweitzer and Susan Grufstedt
COMMISSIONERS ABSENT: Alternate Member Ann Brown
STAFF PRESENT: Administrative Assistant Cheryl Konsavitch, Sr. Planner & ZEO Juliet Leeming and Contracted SCCOG Planner, Jamie Rabbitt
2. ADDITIONS TO THE AGENDA:
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to amend the agenda to add discussion and possible acceptance of application of the Planning & Zoning Commission for proposed map changes and text amendment under New Business. MOTION CARRIED UNANIMOUSLY.
3. PUBLIC COMMENT:
Nita Kincaid stated the Commission is doing a good job on their progress with the regulations and also with the process of putting the material on the Town website for the public to view which includes the schedule of upcoming meetings.
Pat Lewis stated that Love’s Truck Stops are interested in locating to Hopkinton and the Commission needs to get involved.
A. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS:
Dick Blodgett submitted a handout on Animals & Fowl for the Commission’s review.
Nita Kincaid also commented on the Animals & Fowl regulation.
Bob Fleury commented on the kennel regulations and would like to see 2 different sets of kennel regulations.
4. PLANNING ISSUES & DISCUSSION:
Zoning Regulation Discussion to include Animals & Fowl, Aquifer Protection Overlay Area, Consolidated Parcels, Daycare, Excavation, Hospital, Interior Building Lot, Kennel, Landscaping, Manufacturing, Medical Clinic, Mobile Homes, Parking & Loading, Public Utility, Recreational Camp, Recreational Vehicles, Site Plans, Special Flood Area Requirements, Temporary Construction Trailer, Unregistered Motor Vehicle, Storage/Outdoor Storage of Junk & Debris, Vet Hospital and public comment as time permits.

The Commission went over all sections of the proposed working draft regulations listed above.
5. SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:
ZEO Leeming distributed a visual brochure handout that was created by Ann Renehan and stated it was something she would like to work on at a later date that would be helpful as a handout.
6. NEW BUSINESS:
Discussion and possible acceptance of application of the Planning & Zoning Commission for proposed map changes and text amendment under New Business.
Mr. Rabbitt went over the process of the Commission applying to themselves and the Commission decided to schedule the Public Hearing on the revised regulations for November 13.
7. OLD BUSINESS: None
8. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
9. REVIEW MINUTES:
Review minutes of Regular Meeting of 10/02/08 Regular Meeting.
MOTION by E. Boissevain, SECOND by S. Grufstedt to approve the regular meeting minutes of 10/02/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
10. ADJOURNMENT:
MOTION by L. Steinbrecher, SECOND by D. Schweitzer to adjourn the meeting at 11:58 p.m. MOTION CARRIED UNANIMOUSLY.
