Draft Minutes


 

1.  CALL MEETING TO ORDERChairman Stewart called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 23, 2008 at 7:01 p.m. at the Wheeler Middle/High School, Media Center.

 

        COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Vilma Gregoropoulos, Secretary, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown

 

        COMMISSIONERS ABSENT Elaine Boissevain, Chairman, Louis E. Steinbrecher and Alternate Member Susan Grufstedt

 

STAFF PRESENTSr. Planner/ZEO Juliet Leeming, Administrative Assistant Cheryl Konsavitch and Contracted SCCOG Planner, Jamie Rabbitt (arrived at 7:04 p.m.)

 

2.   PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS(30 minutes allotted & 3 minutes per speaker)

 

The following people spoke:

 

Peter Bogoian representing the Economic Development Commission went over handouts that were given to the Commission proposing amendments to the zoning regulations.

 

Sam Joslin would like to see a regulation added to the regulations to allow small wind towers.

 

Nita Kincaid stated that the regulation needs language that would give the Commission control over traffic on rural roads.

 

Carl Johnson stated that there are too many special permits in the regulations.

 

3.  PLANNING ISSUES & DISCUSSION:

 

Zoning Regulation Discussion to include Bed & Breakfast, Country Inn, Dimensional Requirements, Drive-in Windows, Driveways, Farm Winery and Farm Winery Restaurant, Golf Course Development Hotel (Boutique Hotel), Non-conforming Uses/Structures, Outdoor Lighting, Special Permit Requirements, Village Preservations and Seasonal Use Overlay Areas, Wind Facilities (Large/small), Wireless Communication Facilities and public comment as time permits.

Marc Tate, GIS Coordinator went over the revised zoning map with the Commission.

 

The Commission went over the following sections of the proposed regulations:  Bed & Breakfast, Country Inn, Wind Facilities (Large/Small), Dimensional Requirements, Non-Conforming Uses/Structures, Drive-In Windows, Driveways, Golf Course Development, Village Preservation and Seasonal Use Overlay.

 

4.  ADJOURNMENT

 

MOTION by J. Siner, SECOND by A. Brown to adjourn the special meeting at 11:15 p.m.  MOTION CARRIED UNANIMOUSLY.
