Draft Minutes
 
1.    CALL MEETING TO ORDERSecretary Vilma Gregoropoulos called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, June 5, 2008 at 7:15 p.m. at the New Town Hall, Conference Room. 

 

COMMISSIONERS PRESENT:  Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown    

    

COMMISSIONERS ABSENT:  G. Russell Stewart, Chairman, Elaine Boissevain, Vice-Chairman and Alternate Member Susan Grufstedt

3.  PUBLIC COMMENT:    

 
Bill Green and Jack Johannemann spoke to the Commission about a Wind Project they would like to propose in North Stonington and distributed handouts.
 
A.  PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS

 

Bill Ricker asked if there were any more sections to the proposed revisions after Section 1200 and it would be beneficial to have the proposed regulations on the Town’s website.
 
Joe Derby asked to look at the language pertaining to the moratorium and that the Commission look closely on the items they are taking out of zones.
 
Nita Kincaid stated to the Commission that there is no reference to the Plan of Conservation & Development in the proposed revisions to the regulations and that it should be the framework for the regulations.  Mrs. Kincaid also asked that there be an updated draft of the proposed revisions to the regulations next meeting and an updated schedule.
 
Ann Renehan stated the Plan of Conservation & Development refers to Exit 93 and the Highway Commercial Zones and that the changes in that area should be taken from the recommendations of the Plan.  Ms. Renehan stated also that when the Commission is doing there sign regulations they should take into account the scale and design of the signs.
 
4.  PLANNING ISSUES & DISCUSSION:     
 
A.  A visualization slide show presentation by Mr. James Rabbitt, Consultant Planner

 
Mr. Rabbitt gave a slide show presentation showing 160 buildings and there architecture with a numbered hand out for the Commission and public to rate the design of the buildings.
 
The Commission discussed the slides and the public gave their input.
 
B.  Zoning Regulation Discussion continued.

 
The Commission did not continue discussions on the zoning regulation revisions.

9.   SENIOR PLANNING & ZONING OFFICIAL’S REPORT/ISSUES

 

ZEO Leeming went over her Enforcement Report with the Commission.   

 
10.  NEW BUSINESSNone 

 
11.  OLD BUSINESS

 

Bond request release for SUB #06-017 (Shunock River Estates) Application of Joseph Mascaro, Raymond Trebisacci, Stephen Reck & Steven Bossie, 53 Oshwigochie Hills Road, Niantic, CT  06357 for a 5-lot Subdivision on property located at 126 Babcock Road from the intersection of Wyassup Road and Babcock Road, 1 mile east on Babcock.  The property is on the south (right) side of Babcock Road.  Tax Map #110/2742, Lot #31/8197 for the release of the $3,090.00 for monumentation and $19,800.00 for Erosion & Sedimentation Control. 
 

Mr. Pat Lafayette, consulting Engineer has not done his final inspection yet.  Commission will act when they get his report.

The Commission went over the correspondence in their packets. 
 
13.  REVIEW MINUTES:     

 
Review minutes of Regular Meeting of 5/08/08
 

MOTION by J. Siner, SECOND by A. Brown to approve the regular meeting minutes of 5/08/08 with the necessary corrections.  MOTION CARRIED

 

D. Schweitzer abstained

 

14.  ADJOURNMENT:

 

MOTION by J. Siner, SECOND by D. Schweitzer to adjourn the meeting at 9:40 p.m.  MOTION CARRIED UNANIMOUSLY.
