Minutes Approved ~ April 3, 2008

 
1.  CALL MEETING TO ORDERChairman Stewart called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 27, 2008 at 6:08 p.m. at the Wheeler Middle/High School, Media Center.

 
        COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown

AGENDA

 

1.      Possible executive session to discuss and consider whether the Planning & Zoning Commission should appeal from the action(s)/decision(s) made by the Zoning Board of Appeals on application ZBA #08-002 (Raspberry Junction Properties, L.L.C.) at the Board’s meeting on March 18, 2008.
2.      Discussion and action on the question whether the Planning & Zoning Commission should appeal from the action(s)/decision(s) made by the Zoning Board of Appeals on application #08-002 (Raspberry Junction Properties, L.L.C.) at the Board’s meeting on March 18, 2008.
 

MOTION by V. Gregoropoulos, SECOND by E. Boissevain to go into Executive Session at 6:09 p.m. to discuss pending litigation.  MOTION CARRIED UNANIMOUSLY.

 

Present:  R. Stewart, E. Boissevain, V. Gregoropoulos, J. Siner, D. Schweitzer, A. Brown, J. Rabbitt, Atty. Carey
 
Litigation was discussed and no actions were taken.
 
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to come out of Executive Session at 6:19 p.m.  MOTION CARREID UNANIMOUSLY.

 

The Commission discussed possible litigation.
 
Seated:  R. Stewart, E. Boissevain, V. Gregoropoulos, J. Siner, D. Schweitzer, A. Brown seated for L. Steinbrecher
 
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to appeal the ZBA decision on the Raspberry Junction application for all the reasons stated in the Planning & Zoning letter to the ZBA of March 17, 2008 signed by R. Stewart, plus any issues that emerge as it is reviewed.  MOTION CARRIED UNANIMOUSLY.

 

It was decided that all questions on the matter would be referred to Atty. Carey and the March 17, 2008 letter.
 


3.      Interview of applicants for ZEO/Planner Position.
4.      Possible Executive Session for Interview of applicants for ZEO/Planner position and consideration and discussion of applications for ZEO/Planner positions.
5.      Discussion & action on ZEO/Planner applications.
 
1st Selectman Nicholas Mullane and the 1st applicant joined the Commission for an interview at 6:25 p.m.
 
The Commission interviewed two other applicants’ for the ZEO/Planner position.  One was held at 7:00 p.m. and the other at 7:30 p.m.
 
After interviewing the potential applicant’s which the Commission completed at 8:00 p.m. the Commission by consensus decided to hold any new applications that may come in.  The Commission will decide on April 3, 2008 whether to hire from the applicant’s interviewed or to continue their search.
 
ADJOURNMENT

 

MOTION by V. Gregoropoulos, SECOND by J. Siner to adjourn the special meeting at 8:02 p.m.  MOTION CARRIED UNANIMOUSLY.
