THURSDAY, JULY 17, 2008 – 6:00 P.M.

Minutes Approved ~ August 7, 2008


 

1.  CALL MEETING TO ORDERChairman G. Russell Stewart, III called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, July 17, 2008 at 6:06 p.m. at the New Town Hall, Conference Room.

 

        COMMISSIONERS PRESENTG. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 6:09 p.m.) and Alternate Member Ann Brown

 

        COMMISSIONERS ABSENT Joseph Siner and Alternate Members Duncan Schweitzer and Susan Grufstedt

 

STAFF PRESENTSr. Planner/ZEO Juliet Leeming, Contracted SCCOG Planner, Jamie Rabbitt and Administrative Assistant Cheryl Konsavitch  

 

2.   PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS(30 minutes allotted & 3 minutes per speaker)

 

The following people spoke:

 

Arthur Jerbert – Had a question on proposed regulations concerning the NEDD

Dick Cooper – Take suggestions from the POCD

Mac Turner – Floating zones in I & C zones & once it lands, can you still float it?

Pat Turner – Can you deny as many floating zones as you want & amend NEDD to include affordable housing.

Nita Kincaid – Planner worked with the developer to write the regulations for the Town for the NEDD & are the zoning revisions going to be on the internet?

Chris Chrissos – Developers should be mandated to put in some affordability & reminded the public to send in their affordable housing surveys.

Ann Nelson – Take a look at economics when developing the Town

 

3.  WORKSHOP:

 

Public discussion on Floating Zones & Mixed Use with Commission discussion to follow.

 

The following people from the audience spoke:

 

Nita Kincaid – Submitted and went over Floating Zones & Mixed Use development

Atty. Mark Branse – Went over the concepts for the Floating Zones & Mixed Use

Mac Turner – Thought the NEDD would go through the Commercial & Industrial zones along I-95 and follow the boundaries to include mixed use & should not limit this zone to one developer.

Ann Nelson – Abutters were not notified & Town should do a better job informing the public to what is going on.  Also read a letter into the record from Mr. Barsky.

David Thaxton – Floating zones not appropriate for North Stonington, the regulation was written for one developer with no benefits for the Town & the Planning & Zoning Commission has too much power.

Simone Harris – Had a question concerning the process for the NEDD

Dick Cooper – Had a question concerning the location of the text amendment for the NEDD & stated the regulations in place now are sound & good.

Marcia White – The NEDD regulation is a good one.

Chris Chrissos – The mixed use regulation needs to be balanced.

Anita Ames – Need development that generates a good tax base.

Tim Suhocki – Also stated that the Town needs development that generates a good tax base.

 

The Commission discussed floating zones & mixed use and the need to redefine hospital, discussed building & impervious coverage, the table of uses in the NEDD and is this NEDD in an appropriate spot.

 

4.  PLANNING ISSUES & DISCUSSION:

 

A.  Zoning regulation discussion to include non-conforming uses, signage, landscaping & parking

 

The Commission discussed non-conforming uses and will review the proposed draft language for signage, landscaping & parking and discuss at their next meeting.

 

B.  The Planning & Zoning Commission will hold a Special Meeting on Thursday, July 31, 2008 at 6:00 p.m. to be held in the New Town Hall, Conference Room, 40 Main Street for a workshop requested by William Green to discuss wind turbines with public discussion/comment and Zoning Regulation discussion to follow.

 

 

 

 

 

 

 

 

 

 

5.  ADJOURNMENT

 

MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to adjourn the special meeting at 10:12 p.m.  MOTION CARRIED UNANIMOUSLY.
