1. CALL MEETING TO ORDER: Vice-Chairman Elaine Boissevain called the Special Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, July 31, 2008 at 6:04 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 6:13p.m.), Joseph Siner and Alternate Members Ann Brown, Duncan Schweitzer and Susan Grufstedt (arrived at 6:06 p.m.)
COMMISSIONERS ABSENT: G. Russell Stewart, III, Chairman
STAFF PRESENT: Contracted SCCOG Planner, Jamie Rabbitt and Administrative Assistant Cheryl Konsavitch
2. WORKSHOP:
Workshop requested by William Green to discuss wind turbines with public discussion/comment & Commission discussion.
Mr. William Green & Mr. Jack Johannemann were present for this workshop and went over the project with the public and the Commission.
They stated they would like to install 6 turbines on Wintechog Hill Road which the transformers and switchgear would be connected to a CL&P grid and this project would be the largest wind farm in Connecticut.
The land which could support the wind turbines would provide 100% green power to the residents of North Stonington and would be located along a 4000-foot ridgeline approximately 2000 feet back from Wintechog Hill Road and approximately 200 feet above Route 2.
A wind speed and density study would have to be performed to determine the power availability for the project and to determine if the site was a feasible location.

3. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS: (30 minutes allotted & 3 minutes per speaker)
The following people spoke:
Nita Kincaid asked about the possible extension of the moratorium, moratorium schedule, outstanding issues and a new updated schedule.
Nick Mullane, 1st Selectman, asked about the scope of work involved with the moratorium, the money aspect and that the Selectmen are committed to support P&Z.
Peter Bogoian, asked about splitting zones and allotting enough time for more important issues.
4. PLANNING ISSUES & DISCUSSION:
A. Zoning regulation discussion to include parking, landscaping & signage.
Mr. Rabbitt went over the parking and landscaping proposed regulations with Commission discussion and input and the Commission will continue the proposed signage regulations at their August 7, 2008 meeting when ZEO Leeming is there.
B. Discussion on possible extension of the moratorium.
The consensus of the Commission was to extend the moratorium for 3 months and will continue discussion at their 8/07/08 meeting
5. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by D. Schweitzer to adjourn the special meeting at 10:10 p.m. MOTION CARRIED UNANIMOUSLY.
