1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, August14, 2008 at 7:03 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, III, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis E. Steinbrecher (arrived at 7:30 p.m.), Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown
COMMISSIONERS ABSENT: Alternate Member Susan Grufstedt
STAFF PRESENT: Administrative Assistant Cheryl Konsavitch, Contracted SCCOG Planner, Jamie Rabbitt and Sr. Planner/ZEO Juliet Leeming
2. ADDITIONS TO THE AGENDA: None
3. PUBLIC COMMENT: None
Madeline Jeffery thanked the Commission for giving money from the Open Space fund for the possible purchase of the Seaport Property.
A. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS: None
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to move to Senior Planning & Zoning Official’s Report/Issues and back to regular agenda format.
5. SENIOR PLANNING & ZONING OFFICIAL’S REPORT/ISSUES:
Mr. Rabbitt stated he had inspected the site at 323 Clarks Falls Road for compliance for the bond release of $30,000 that the Commission voted on at their August 7, 2008 meeting and stated the bond should be released.
ZEO Leeming stated that she inspected property at 21 Billings Road for compliance in their bond release request that the Commission voted on at their August 7, 2008 meeting and stated the site was in compliance.
ZEO Leeming also gave a report on the progress of the clean up at the Murray property on Cossaduck Hill Road and she will be inspecting on a routine basis.
4. PLANNING ISSUES & DISCUSSION:
Zoning Regulation Discussion to include supplemental regulations.
Staff went over proposed supplemental regulations with the Commission with Commission discussion and input.
Mr. Rabbitt distributed proposed regulations on manufacturing that the Commission will review at their next meeting.
6. NEW APPLICATIONS:
A. RC #08-070 (Regulation Change) Application of the Planning & Zoning Commission, New Town Hall, 40 Main Street, North Stonington, CT 06359 to amend the Town of North Stonington Zoning Regulations for an extension to the existing moratorium to Sections 403.1 (all uses), Section 403.2 (all uses), Section 403.4 (all uses) and Section 403.5 (all uses).
(Receive on 8/14/08 & set for PH on or by 9/11/08)
The moratorium is intended to supplement the 9-month moratorium approved on 12/13/07 with an effective date of 12/16/07 to all the Planning & Zoning Commission to complete work on potential revisions to the Zoning Regulations.
B. RC #08-071 (Regulation Change) Application of the Planning & Zoning Commission, New Town Hall, 40 Main Street, North Stonington, CT 06359 to amend the Town of North Stonington Subdivision Regulations for an extension to the existing moratorium to Sections 1 thru 9.

MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to set the Public Hearing on RC #08-070 & RC #08-071 on 9/04/08 at 7:00 p.m. MOTION CARRIED UNANIMOUSLY.

9. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
10. REVIEW MINUTES:
Review minutes of Regular Meeting of 8/07/08
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to approve the regular meeting minutes of 8/07/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
11. ADJOURNMENT:
MOTION by V. Gregoropoulos, SECOND by E. Boissevain to adjourn the meeting at 11:20 p.m. MOTION CARRIED UNANIMOUSLY.
