1.   CALL TO ORDER:

 

Vice-Chair Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, May 11, 2016 at 7:03 p.m.

 

COMMISSIONERS PRESENT:

 

Mark Grigg, Vice-Chair, Ron Lewis, Cody Bill, Marvin Chase, Jr., Kevin Geary and Candy Palmer (left at 7:10 p.m.

 

COMMISSIONERS ABSENTArt Dobley and Robert Miner 

 

STAFF PRESENT:

 

Wayne Berardi, Wetlands Enforcement Officer and Cheryl Konsavitch, Administrative Assistant

3.   MINUTES:

 

Review minutes of Regular meeting of 04/13/16

 

MOTION by C. Palmer, SECOND by M. Chase to approve the draft minutes of 04/13/16 as written.  MOTION CARRIED UNANIMOUSLY

 

4.   PUBLIC COMMENT:  None

 

5.   OLD BUSINESS

 

A.  #16-018 Application of Kristen Main, DBA Kris Designs, LLC, 12 David Drive, Oakdale, CT  06370 to construct a deck to existing residence on property located at 164 Miller Road in an R-80 Zone.  Tax Map #45, Parcel #9304

 

Kristen Main was present for this continued application to construct a deck to the existing residence. 

 

MOTION by C. Palmer, SECOND by R. Lewis to approve application #16-018 with the stipulation the site owner/applicant is to contact the Inland Wetlands Commission prior to construction.  MOTION CARRIED UNANIMOUSLY

 

B.  #16-038 Application of Lee Winakor, 217 Ledgen Wood Rd., North Stonington, CT  for a restoration plan for exceeding the clearing limits within the 100 foot upland review area.  The extended building envelope that was not permitted includes portions of a terraced lawn, stone retaining walls and a beach area along the shoreline of Billings Lake in an R-80 Zone.  Tax Map #45, Parcel #8000

 

The applicant was not present, WEO Berardi updated the Commission on his application and stated he is in contact with a soil scientist and working on a restoration plan. 

 

C.  #16-025 Application of Mark Perkins, 586Z Lantern Hill Rd., North Stonington, CT for a site restoration of a formal gravel pit, including site grading, the removal of existing brush and the establishment of permanent vegetative cover in an R-80 Zone.  Tax Map #113, Parcel #7728-M

 

C. Palmer recused herself

 

Mark Perkins and Jim Rossman of Stadia Engineering were present for this application.

 

WEO Berardi informed the Commission of this application at the Commission’s April 13th meeting and after discussion the Commission had wanted to get an Attorney’s opinion on the application.  WEO Berardi did not have the applicant appear at the April 13th meeting because he felt it was a permitted activity that he would sign off on.  WEO Berardi stated he has also walked the site.

 

Mr. Rossman went over the application and stated the land disturbance consists of an eight and a quarter acre portion of the sixty-nine acre total parcel.  The application is made in support of the restoration of the property to place the land back into a condition suitable for farming and the raising of livestock.  This includes areas revitalized for the growth of long-term crops such as timber and transplantable stock, areas set aside for pasture and livestock pens, and areas for the storage of equipment and farm supplies. 

 

The Commission discussed and WEO Berardi stated he is confident signing off on this application.

 

MOTION by R. Lewis, SECOND by M. Chase to delegate authority to the Wetlands Enforcement Officer and have him report back to the Commission.  MOTION CARRIED UNANIMOUSLY.

7.   DISCUSSIONNone

 

8.  ENFORCEMENT OFFICER’S REPORT

 

WEO Berardi went over some possible enforcement issues with the Commission

MOTION by M. Chase, SECOND by C. Bill to adjourn the Inland Wetlands Commission Meeting at 8:10 p.m.  MOTION CARRIED UNANIMOUSLY.
