1.   CALL TO ORDER:

 

Vice-Chair Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, March 9, 2016 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

 

Mark Grigg, Vice-Chair, Ron Lewis, Cody Bill, Marvin Chase, Jr. and Robert Miner

 

COMMISSIONERS ABSENTDuane White, Chairman, Art Dobley, Kevin Geary and Candy Palmer 

 

STAFF PRESENT:

 

Wayne Berardi, Wetlands Enforcement Officer and Cheryl Konsavitch, Administrative Assistant

3.   MINUTES:

 

Review minutes of Regular meeting of 12/09/15

 

MOTION by M. Grigg, SECOND by R. Miner to approve the draft minutes of 10/09/16 as written.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC COMMENT:  None

 

5.   OLD BUSINESSNone

  

 

 

 

6.   NEW BUSINESS:  

 

A. #16-012 Application of Marvin Chase, Jr. 703 Pendleton Hill Road, North Stonington, CT  06359 to construct an outbuilding on existing foundation with new septic system on property located at 703 Pendleton Hill Road in an R-80 Zone.  Tax Map #59, Parcel #1648

 

M. Chase recused himself and presented his application to the Commission.

 

Mr. Chase stated he would be constructing an outbuilding on an existing foundation with a new septic system.  The Commission would like to see an engineered site plan.  Mr. Chase will return for the Commission’s April 13th meeting.

 

B. #16-015 Application of Joyce M. Elias, 433 Providence-New London Turnpike, North Stonington, CT  06359 to fill approximately 4,770 sq. ft. of regulated wetland area and install cross-culverts to carry seasonal flow from intermittent watercourse in conjunction with the installation of a driveway to serve the dwelling house on the premises on property located at 433 Providence-New London Turnpike in an R-60/WSPO Zone.  Tax Map #111, Parcel #5427

 

Atty. Harry Heller was present representing the applicant and went over the site-plan with the Commission.

 

Atty. Heller stated the Elias property is approximately 23 acres and they are looking to install cross-culverts and to fill approximately 4,770 sq. ft. of regulated wetland area.  Atty. Heller stated they will eventually be coming back to Wetlands for Subdivision to create a 9 acre lot.

 

Atty. Heller stated that he has submitted a ZBA application and the Board advised him to submit an application to the Wetlands Commission.

 

The Commission has scheduled a site walk of the property on Monday, March 14th at 5:30 p.m.

 

Atty. Heller will return for the Commission’s April 13th meeting.

 

7.   DISCUSSION

 

Lee Winakor of 217 Ledgen Wood Road came before the Commission to discuss a restoration plan.  Mr. Winakor was asked by the Commission to restore an area he had cleared without the proper permits.

 

The Commission directed Mr. Winakor to contact a consultant who could help him with a plan for wetland restoration.

 

8.  ENFORCEMENT OFFICER’S REPORT

 

WEO Berardi updated the Commission on Perkins at 586Z Lantern Hill Road pertaining to a site-walk he did of the property.  Mr. Perkins has submitted an application to Planning & Zoning and the Wetlands Commission stated he also needs to submit to them.

MOTION by C. Bill, SECOND by R. Lewis to adjourn the Inland Wetlands Commission Meeting at 8:15 p.m.  MOTION CARRIED UNANIMOUSLY.
