CALL TO ORDER:
Vice-Chair Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, April 13, 2016 at 7:00 p.m.
COMMISSIONERS PRESENT:
Mark Grigg, Vice-Chair, Ron Lewis, Cody Bill, Marvin Chase, Jr., Kevin Geary and Candy Palmer
COMMISSIONERS ABSENT:
Art Dobley and Robert Miner

OLD BUSINESS:
A. #16-015
Application of Joyce M. Elias, 433 Providence-New London Turnpike, North Stonington, CT 06359 to fill approximately 4,770 sq. ft. of regulated wetland area and install cross-culverts
to carry seasonal flow from intermittent watercourse in conjunction with the installation of a driveway to serve the dwelling house on the premises on property located at 433 Providence-New London Turnpike in an R-60/WSPO Zone. Tax Map #111, Parcel #5427

Atty. Bill McCoy was present representing the applicant for this continued application. Atty. McCoy briefly went over
the site-plan.
The Commission did a site-walk of the property on Monday, March 14th.
Atty. McCoy stated the applicant will eventually be coming back to Wetlands for Subdivision to create a 9 acre lot.
MOTION by R. Lewis, SECOND by M. Grigg to deny application #16-015 due to the impacts on the Wetlands as it is a sensitive area, lack
of supporting documentation provided for an approval, and there is a feasible and prudent alternative to utilize the existing driveway. MOTION CARRIED UNANIMOUSLY
B. #16-012
Application of Marvin Chase, Jr. 703 Pendleton Hill Road, North Stonington, CT 06359 to construct an outbuilding on existing foundation with new septic system on property located
at 703 Pendleton Hill Road in an R-80 Zone. Tax Map #59, Parcel #1648
M. Chase recused himself and presented his application to the Commission.
Mr. Chase stated he would be constructing an outbuilding on an existing foundation with a new septic system and presented
an engineered site-plan.
MOTION by C. Palmer, SECOND by C. Bill to approve application #16-012 with the stipulation that the Wetlands Crossing
be dug during the dry season. MOTION CARRIED UNANIMOUSLY.
6.
NEW BUSINESS:
#16-018
Application of Kristen Main, DBA Kris Designs, LLC, 12 David Drive, Oakdale, CT 06370 to construct a deck to existing residence on property located at 164 Miller Road in an R-80
Zone. Tax Map #45, Parcel #9304
Kristen Main was present and went over the application with the Commission to construct a deck to the existing residence.
The applicant will return for the Commission’s May 11th meeting
B.
Mac Gray came before the Commission about a pond silting in on his property. Mr. Gray stated that silt is coming from run off from abutting property owner’s driveways. Mr. Gray
stated he no longer owns the pond as he sold property to the State. The Commission discussed and requested Mr. Gray contact Darcy Winther of DEEP for direction.
C.
Jonathan Edwards came before the Commission to discuss the repair process for a septic system for the Jonathan Edwards Winery.
The Commission consensus was to have WEO Berardi sign off on the application as it is a repair.
8.
ENFORCEMENT OFFICER’S REPORT:
WEO Berardi stated he has a permit for 586Z Lantern Hill Road for site restoration of a formal gravel pit, including site grading, the removal
of existing brush and the establishment of a permanent vegetative cover. Mr. Perkins would like to clean up and re-grade and use the pasture for cattle.
The Commission stated the wetlands need to be flagged by a soil scientist if work is being done in the wetlands. The Commission would like
to seek the opinion of an attorney before they proceed on whether to have the WEO sign off or to have the application come before the Commission.
