1.   CALL TO ORDER:

 

Vice Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, September 9, 2015 at 7:03 p.m.

 

COMMISSIONERS PRESENT:

 

Mark Grigg, Vice-Chair, Duane White, Kevin Geary, Cody Bill and Candy Palmer

 

COMMISSIONERS ABSENTGeorge Brown, Chairman, Ron Lewis, Art Dobley, and Robert Miner 

 

STAFF PRESENT:

 

Wayne Berardi, Wetlands Enforcement Officer and Cheryl Konsavitch, Administrative Assistant

3.   MINUTES:

 

Review minutes of Regular meeting held 05/13/15

 

MOTION by K. Geary, SECOND by D. White to approve the draft minutes of 05/13/15 as written.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC COMMENT:  None

 

5.   OLD BUSINESSNone    

 

6.   NEW BUSINESS

 

A. #15-057 Application of The Southeastern Connecticut Water Authority, P.O. Box 415., Gales Ferry, CT  06335 for the replacement of a damaged water pumping station with new 24’ x 24’ structure property located at Hewitt Road, North Stonington, CT  06359 in an R-80 Zone.  Tax Map #101, Parcel #9641A

 

Nicholas Mullane, 1st Selectman and who is also on the Board of Directors for the Southeastern Water Authority was present for this application.

 

Mr. Mullane went over the plan stating they were replacing the damaged water pumping station with a new 24 x 24 structure.  The Commission stated the application must sit for the statutory 30 day period and they will sign off on it at their October 14, 2015 meeting.

 

The Commission agreed the applicant did not need to be present at that meeting.

 

B.  #15-055 Application of Mabel Ann Stimpson, P.O. Box 135, N. Stonington, CT  06359 for the construction of a 24’ x 24’ garage and a 12’ x 20’ addition to the house to enlarge the kitchen & dining area on property located at 421N Wyassup Road, North Stonington, CT  06359 in an R-80 (SUOA).  Tax Map #58, Parcel #4587

 

Mabel Ann Stimpson was present for this application and went over the plans for the addition and the garage.  The Commission asked Ms. Stimpson to stake out the 4 corners of the garage and the Commission will do a site-walk of the property on Wednesday, September 16th at 5:00 p.m.

 

The applicant will return for the Commission’s October 14th meeting.

C.  #15-058 Application of Tyler & Sarah Banker, 100 Providence-New London Turnpike, North Stonington, CT  06359 for a 1 lot re-subdivision of land to create a building lot on property located at 100 Providence-New London Turnpike, North Stonington, CT  06359 in an R-40 Zone.  Tax Map #121, Parcel #7985

 

Tyler, Sarah & Cheryl Banker were present for this application and went over the Re-Subdivision plan for 1 lot with the Commission.  The application must sit for the statutory 30 day period and the Commission will sign off on it at their October 14, 2015 meeting.

 

7.   DISCUSSION:

 

Lee Winakor, 217 Ledgen Wood Rd.to discuss creating a beach on his property without the proper permits and have also exceeded the limits of clearing as shown on your site plan for your single-family residence permit #12-029. 

 

Mr. Winakor was unable to attend this meeting but will be present at the Commission’s October 14, 2015 meeting
