1.   CALL TO ORDER:

 

Vice Chairman Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, October 14, 2015 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

 

Mark Grigg, Vice-Chair, Duane White, Kevin Geary, Ron Lewis, Art Dobley, Candy Palmer and Cody Bill (arrived at 7:03 p.m.)

 

COMMISSIONERS ABSENTRobert Miner 

 

STAFF PRESENT:

 

Wayne Berardi, Wetlands Enforcement Officer and Cheryl Konsavitch, Administrative Assistant

3.   MINUTES:

 

Review minutes of Regular meeting held 09/09/15

 

MOTION by D. White, SECOND by C. Palmer to approve the draft minutes of 09/09/15 as written.  MOTION CARRIED UNANIMOUSLY.

 

4.   PUBLIC COMMENT:  None

 

 

 

 

 

 

5.   OLD BUSINESS:

     

A. #15-057 Application of The Southeastern Connecticut Water Authority, P.O. Box 415., Gales Ferry, CT  06335 for the replacement of a damaged water pumping station with new 24’ x 24’ structure property located at Hewitt Road, North Stonington, CT  06359 in an R-80 Zone.  Tax Map #101, Parcel #9641A

 

The application sat for the statutory 30 day period.

 

MOTION by D. White, SECOND by C. Palmer to approve application #15-057 as submitted.  MOTION CARRIED UNANIMOUSLY

 

B.  #15-055 Application of Mabel Ann Stimpson, P.O. Box 135, N. Stonington, CT  06359 for the construction of a 24’ x 24’ garage and a 12’ x 20’ addition to the house to enlarge the kitchen & dining area on property located at 421N Wyassup Road, North Stonington, CT  06359 in an R-80 (SUOA).  Tax Map #58, Parcel #4587

 

Mabel Ann Stimpson was present for this continued application.  The Commission did a site-walk of the property.

 

MOTION by C. Palmer, SECOND by D. White to approve application #15-055 with the following stipulations:  (1) Erosion & Sediment control to be in the proper place before construction starts and (2) notify the Land Use Office before construction begins so the Wetlands Enforcement Office can inspect prior to construction and during excavation.  MOTION CARRIED UNANIMOUSLY

C.  #15-058 Application of Tyler & Sarah Banker, 100 Providence-New London Turnpike, North Stonington, CT  06359 for a 1 lot re-subdivision of land to create a building lot on property located at 100 Providence-New London Turnpike, North Stonington, CT  06359 in an R-40 Zone.  Tax Map #121, Parcel #7985

 

Tyler, Sarah & Cheryl Banker were present for this continued application.

 

MOTION by C. Palmer, SECOND by D. White to approve application #15-058 as submitted.  MOTION CARRIED UNANIMOUSLY

 

6.   NEW BUSINESS

 

#15-063 Application of Robert Utter & Constance Kilgore, 365 Grindstone Hill Rd., N. Stonington, CT  06359 to construct a 20 x 25 2 story barn with wood storage below & workshop & storage above – solar powered on property located at 365 Grindstone Hill Rd. in an R-80 Zone.  Tax Map #81, Parcel #4393

 

Mr. Robert Utter was present for this application and went over the application with the Commission.  The Commission will do individual site-walks of the property.  The applicant will return for the Commission’s November 9th meeting.

 

 

 

 

 

7.   DISCUSSION:

 

A.  Lee Winakor, 217 Ledgen Wood Rd.to discuss creating a beach on his property without the proper permits and have also exceeded the limits of clearing as shown on your site plan for your single-family residence permit #12-029. 

 

Mr. Lee Winakor was present. 

 

Mr. Vincent Savalle who did site-work at this location submitted a letter for the record.

 

Mr. Winakor stated that he did not realize at the time that he exceeded his limit of clearing as shown on his site plan.  WEO Berardi stated that the Commission is not telling Mr. Winakor he could not do this work, but a permit should have been obtained first.

 

The Commission will do a site-walk of the property on Saturday, October 24th at 8:00 a.m. and Mr. Winakor will return to the Commission’s November 9th meeting.

 

B.  Steven Bossie to discuss farm pond at 161 Babcock Road

 

Mr. Steve Bossie came before the Commission to update them on the status of his farm pond.  He stated the pond is 2 acres in size and things are coming along nicely and he and the Army Corp are close to a resolution.

9.  CORRESPONDENCE

 

Chairman George Brown’s resignation (via e-mail to the Commission)

 

The Commission will look to find another member to fill the vacancy.

 

MOTION by C. PALMER, SECOND by K. Geary to nominate D. White for Chairman.  MOTION CARRIED UNANOMOUSLY

10   ADJOURNMENT 

 

MOTION by D. White, SECOND C. Palmer by to adjourn the Inland Wetlands Commission Meeting at 7:53 p.m.  MOTION CARRIED UNANIMOUSLY.
